How your work would contribute to our organization and the Twin Cities region:

This position manages construction contracts for capital improvement projects and serves as Metro Transit's contact with the contractor. The objective of the position is to properly administer construction contracts ensuring that budget, quality, and schedule goals are achieved for the Council.

What you would do in this job

  • Identifies and resolves construction problems relating to site conditions, unanticipated conditions, or defective plans and specifications.
  • Manages Change Orders, Field Orders, Proposal Requests, RFI's, Claims, etc. related to assigned construction projects.
  • Negotiates change order pricing with the contractors on behalf of Metro Transit.
  • Coordinates work between the contractors and Metro Transit to find mutually agreeable construction sequencing.
  • Inspects and supervises inspection of the construction project to ensure compliance with plans and specifications.
  • Works with project manager to gain understanding of the project needs.
  • Performs other related duties as assigned.

What education and experience are required for this job (minimum qualifications)

We will fill the position in one of the following classifications, based on qualifications:

Principal Contract Administrator (Non-Represented Grade I, Exempt, $89,669 - $145,517)

  • Bachelor's degree from an accredited university or college in Construction Management, Architecture or Engineering and a minimum of five (5) years of experience demonstrating progressively responsible project and construction management experience.
  • Associate's degree from an accredited college or university in Civil Technology, Construction Management, or a related field, and seven (7) years of experience demonstrating progressively responsible project and construction management experience.
  • High school Diploma/GED and nine (9) years of experience demonstrating progressively responsible project and construction management experience.
Contract Administrator (Non-Represented Grade G, Non-exempt, $76,690 - $124,467)
  • Bachelor's degree from an accredited university or college in Construction Management, Engineering, or Architecture and three (3) years of progressively responsible project and construction management experience.
  • Associate's degree from an accredited college in Civil Technology, Construction Management, or a related field and five (5) years of progressively responsible project and construction management experience.
  • High school diploma or GED and seven (7) years of progressively responsible project and construction management experience.
Licensure

* Valid driver's license with an acceptable driving record.

What additional skills and experiences would be helpful in this job (desired qualifications)
  • Experience in the construction of capital projects for transportation, industry or municipalities.
  • Experience with Civil and Building (Structural, Mechanical, Electrical, Architectural) systems.
  • Experience with construction of Rail projects (track, signals, systems, stations, or other).
  • Experience with construction management software programs including e-Builder and MSProject.
  • Demonstrated ability to promote and support an equitable, positive, and respectful work environment that values cultural diversity among all employees.

What knowledge, skills and abilities you should have within the first six months of the job:
  • Knowledge of civil building (structural, mechanical, electrical, architectural, and rail systems construction)
  • Knowledge of construction practices, methods, sequencing, drawings and specifications.
  • Skilled in verbal and written communications.
  • Skilled in team management techniques, principles and practices.
  • Skilled in communication techniques to bring about agreement between divergent points of view.
  • Skilled in using Microsoft Word, Excel, Power Point, Project or equivalent software packages.
  • Ability to read, analyze and interpret common technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers.
  • Ability to effectively present information to top management, public groups or Council members.
  • Ability to prepare construction cost estimates. Ability to interpret and apply advanced mathematical and quantitative methods and procedures typically acquired through advanced professional training.

What your work environment would be:
This position will be based at both construction sites and in the office. This position will be exposed to moving parts, fumes, airborne particles, outdoor weather conditions and vibration. Confined space entry at industry and various facilities is required.

If you are new to the Metropolitan Council, you must pass a drug test and a background check, which verifies education and employment, covers driving record and any criminal record. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
