Project Overview:

The Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) facility at Charleston, SC requires comprehensive base operating support services for the Charleston Federal Law Enforcement Training Center and its ancillary support facilities. This includes providing student support services, with such activities as the operation and cleaning of dormitories, operation of the dining facility, and training support services of various types (such as providing range masters, role players for practical exercises, computer laboratory support, equipment issues, bus transportation, etc.). Facility-based services include activities such as janitorial services, waste removal, facility and grounds maintenance, office equipment, and furniture cleaning and movement.

Position Overview:

The Environmental/Safety Manager is responsible for environmental management and coordinating environmental programs with Government personnel. This includes the continuous development and implementation of programs for environmental compliance, pollution prevention, conservation of resources, environmental impact analysis, and environmental training programs. Supervision of environmental contractor staff. In addition, this position is responsible for the safety management of all work activities to ensure all work is completed safely, the work areas are maintained safely for all personnel, and unsafe situations are identified and immediately corrected. This position is also responsible for ensuring that work is performed in accordance with quality standards outlined in the contract

Primary/Major Duties and Responsibilities (Essential Functions):



  • Inspect facilities and programs to evaluate operational effectiveness and ensure compliance with environmental regulations.
  • Review permit applications and/or enforce rules and regulations pertaining to environmental protection.
  • Provide assistance in regulatory analysis, and planning or reviewing database development.
  • Obtain, update, and maintain plans, permits, and standard operating procedures.
  • Provide technical-level support for environmental remediation and litigation projects, including remediation system design and determination of regulatory applicability. Permit Compliance and Reporting.
  • Conduct the development and management of Hazardous Waste and RD&D permit compliance procedures at facility level (recordkeeping/training).
  • Assist in development of air emission calculation tracking.
  • Assist in agency inspections/permitting communications and negotiations.
  • Lead development of facility-specific compliance plans.
  • Assist, manage, and in some cases conduct regulatory-required sampling, analytical testing, and agency reporting.
  • Develops and implements safety procedures and policies.
  • Writes and/or updates the project location's Safety Plan.
  • Performs safety audits.
  • Investigates accidents and ensures any needed corrective actions are completed.
  • Coordinates with management, HR, and staff for workers compensation claims.
  • Develops job safety analyses (JSAs) to support restricted-duty work assignments, claims management, and development of safety and quality standard operating procedures.
  • Performs safety surveys (e.g., noise surveys, air monitoring, time and motion studies) to support personal protective equipment policies.
  • Manages PPE program by procurement of proper equipment and employee training.
  • Develops and implements a system to manage hazardous materials and MSDS in accordance with OSHA Hazard Communication standards.
  • Develops, implements, and maintains safety programs.
  • Coordinates and executes employee safety training as required.
  • Inspects work accomplished by staff and subcontractor personnel, to identify any flaws or defects.
  • Inspects vendor subcontractors' work at the project location to ensure safety and quality compliance.
  • Coordinates with subcontractor functional managers and supervisors to ensure quality workmanship and timely completion of all tasks.
  • Reports to the Project Manager and coordinates with corporate safety personnel on accomplishments, and results of surveys, inspections, and observations relating to the safety and quality performance of staff and subcontractor personnel.
  • Ensures scheduled and random safety and quality inspections are performed and documented within assigned time constraints.
  • Performs other related duties as assigned.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Possess at least five (5) years of recent (within the past 10 years) responsible experience in field management of Environmental Protection Agency (EPA) and Occupational Safety/Health Administration (OSHA) Regulations.
  • AHERA Asbestos Inspector training and Hazardous Waste Site Operation training must be completed within six months of acceptance of the position.
  • Must have demonstrated skills and knowledge in implementing environmental/safety programs.
  • Must have proficiency in oral and written communication in English.
  • Must have basic computer skills including the ability to input data into the system and generate various reports and correspondence as required.
  • Must be a U.S. Citizen
