Description: NSI requires a Journeyman Program Analyst to support a potential contract supporting the Navy International Program Office (IPO). The Journeyman Program Analyst will act as a liaison between the Senior National Representative (SNR) and Navy IPO for review of International R&D Agreements, Information/Data Exchange Annexes(I/DEA) under Master R&D Information/Data Exchange Agreements, and the review of disclosure policy. Analyze each document when received and staff it to the appropriate activity or activities within the Office of the Chief of Naval Operations (OPNAV) organization via the official tasker systems (both classified and unclassified). Conduct I/DEA requirements analysis and action tracking, SNR meeting coordination and action tracking, and maintenance of SNR Country plans. Prepare response packages for SNR signature and forward the official OPNAV position to Navy IPO. Support the coordination and planning for SNR-hosted meetings, coordinate travel arrangements and details associated with meetings conducted in partner country or within U.S. Coordinate with SNR Country Directors and Navy IPO negotiators to gather discussion papers, record and distribute meetings quick looks and after-action reports. Work with SNR Country Directors to track SNR action items from bilateral engagements for coordination with OPNAV, Navy IPO and other Navy organizations as required, and provide status reports to the SNR and counterparts. Provide advice, analysis, counsel, coordination, and prepare standard operating procedures for travel requirements, protocol, meeting setup, conference room reservations, and other location spaces as required. Assist in the preparation for and conduct of, conferences and meetings, including obtaining off-site facilities. Assist in preparation of briefing materials. Support the conduct of financial reviews, including execution reviews. Provide update on latest financial execution status for Navy IPO RDT&E funding lines. Analyze documents when received and processing with the appropriate activity or activities within the Office of the Chief of Naval Operations (OPNAV) organization via the official tasker systems (both classified and unclassified). Support the coordination and planning for meetings, coordinating travel arrangements and details associated with meetings conducted in partner country or within U.S. Coordinate between agency negotiators to gather discussion papers, recording and distributing meeting quick looks and after-action reports. Work with Directors to track action items from bilateral engagements for coordination organizations as required and provide status reports to the customer and counterparts. Provide advice, analysis, counsel, coordination, and preparing standard operating procedures for travel requirements, protocol, meeting setup, conference room reservations, and other location spaces as required. Assist in the preparation for and conduct of, conferences and meetings, including obtaining off-site facilities. Assist in preparation of briefing materials. Support the conduct of financial reviews, including execution reviews. Provide update on latest financial execution status for agency funding lines.

Location: Washington D.C.

**This position is ON-SITE at the Pentagon rather than the Washington Navy Yard**

Education: BS or BA degree preferred.

Experience: At least 5-10 Years specialized experience acting as a liaison between agencies while working with International R&D Agreements, Information/Data Exchange Annexes(I/DEA) under Master R&D Information/Data Exchange Agreements and reviewing of disclosure policies.

Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
