Description: NSI requires a Senior Pricing Specialist to support the NSI Business Development and Proposal Department. The Candidate will serve as a main Point of Contact (POC) with teaming partners for the entire span of a proposal period to ensure the proposals are fully developed from start to finish. Work and correspond with a large team consisting of proposal managers, technical SME's, cost analysts, logistics analysts, engineers, human resources, contracts, government contracting officers/ specialists and upper management. Responsible for the review of each Request for Proposal (RFP) to determine pricing requirements. Attends all subcontractor kick-off briefs and various meetings throughout proposal submission process. Manages all pricing data calls. Develop workforce and pricing workbook to include researching and acquiring salary data from salary.com or Bureau of Labor Statistics (BLS). Research and select current employees and provided subcontractor employees to meet labor category qualifications. Identify Key personnel qualification requirements, find candidates and connect with them to get signed Letter of Intents (LOI's). Develops and presents pricing strategy to Leadership team for concurrence. Prepare and complete a variety of cost spreadsheets provided by the government. Attachments such as Excel Price Workbook (EPW), Attachments P1, P2, P3, P4, P5, P6, P7, Cost Models, Section B, Section K, Organizational Conflict of Interest (OCI), Small Business Certifications, and SF30/33s to be submitted along with final pricing submission of proposal. Develop a cost narrative to meet the requirements within the RFP, Statement of Work (SOW) and Section L to include writing price realism and justifications, creating charts and incorporating company documents and NSI historical data. Prepare cost narrative templates and cost spreadsheets for subcontractors. Hold subcontractors accountable and communicate to ensure submission by deadlines. Upload submissions by electronic email, Seaport NxG, DoD Safe, and PIEE. Follow proposal processes and checklists.

Additional Duties May Include:

* Coordinates meetings, takes minutes, and captures action items.

* Monitors contract opportunity sites for upcoming relevant opportunities.

* Tracks/updates proposal and business development efforts in Excel.

* Drafts, finalizes, and stores contract agreements.

* Creates and maintains sites and libraries in SharePoint and other Management Tools (WinCenter)

* Drafts and distributes proposal calendars and status trackers.

* Coordinates, tracks, drafts, and stores proposal data calls and proposal files in WinCenter

* Creates hard copy proposal documents as needed (proposal binders, etc.)

* Compiles and maintains company core capabilities, slick sheets, briefs, and other related handouts.

Location: Lexington Park, MD

Education: Bachelor's degree.

Experience: At least six (6) years of full-time experience with proposal development related to Government contract pricing.

Skills:

* Advanced-level proficiency in Microsoft Excel

* Intermediate-level proficiency in Microsoft Word

* Ability to work in a deadline-driven, dynamic workplace.

* Ability to adapt to shifting proposal requirements and evolving customer guidance.

* Ability to prioritize projects; organize and schedule tasks/objectives and determine realistic action plans.

* Ability to collaborate and provide analysis data in real-time scenarios.

* Ability to identify and resolve problems in a timely manner; gather and analyze information skillfully and develop alternative solutions.

* Ability to write clearly and informatively, present numerical data effectively, and interpret written instructions, regulations, and spreadsheet formulas.

* Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations; Ability to create, implement, and verify expert-level formulas in Microsoft Excel spreadsheets.

Security Clearance: Must have the ability to obtain and maintain a clearance. Must be a U.S. citizen.
