POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Alutiiq Commercial Enterprises, LLC a subsidiary of Alutiiq, LLC has an exciting opportunity for a Program Manager (PM) supporting the U.S. Airforce at Joint Base Langley - Eustis (JBLE) located in the Hampton/Newport News, VA area.

The PM is responsible for the overall accomplishment of contractual obligations to the customer (633rd CONS, Joint Base Langley Eustis (JBLE), Ft. Eustis, VA) in the performance of the Base Operation Support (BOS) contract. Additionally, will be the Contractor's overall on-site manager and coordinator for all tasks, activities, and issues relating to this contract. The PM will also be the Contractor's single point of contact for the Government to communicate, clarify, and resolve contractual performance issues, and to escalate problems/issues relating to Contractor performance on any of the Task Orders issued under this contract. Will be responsible for all aspects of Civil Engineer operations and maintenance. The PM should demonstrate technical knowledge of preventative maintenance and repair for the following trades - HVAC, Electrical/Power Generation, Plumbing, and Roofing. The PM position has the responsibility for the project's technical, administrative, and financial success.



  • Execute day-to-day program operations, management and tracking of work assignments, balance workload across the team, and ensure frontline quality control.
  • Manage deliverables, staffing qualifications, and resource allocation.
  • Ensure all facilities are operated and maintained in a cost-effective and safe condition IAW the approved budget and the customer's requirements.
  • Review and approve expenditures for tools, equipment, supplies, materials, and additional contract requirements.
  • Communicate objectives and expectations to staff in a continuing effort to build the team.
  • Manage and supervise personnel: hiring, promotions, recognition, discipline, and performance.
  • Establish process performance metrics; track, analyze, and report performance in terms of quality, safety, cost, and customer satisfaction.
  • Resolve problems and/or conflict and maintain open communication with the Government.
  • Provide technical expertise and guidance to contractor personnel and manage resolution of complex problems.
  • Enforce the JBLE Severe Weather Emergency Action Plan and ensure compliance with all other applicable industry, company, and installation safety standards.
  • Ensure effective implementation of the Quality Control Plan.
  • Reviews quality surveillance results within responsible functional areas and implementing timely, viable corrective and preventive actions as necessary.
  • Ensures subordinates comply with all contractual and regulatory requirements and perform self-inspections in a timely and objective manner.
  • Monitor CMMS data entries and provide training when applicable.
  • Attend Quality Control presentations for the following purposes:

    • Collecting and analyzing metrics, trends, and customer perceptions
    • Developing process improvements
    • Establishing lessons learned


  • Update Standard Operating Procedures as necessary.
  • Respond to customer concerns and performance assessments by creating action plans, providing supporting information, and submitting official responses.
  • Track project/program milestones.
  • Provide updates to Government and Corporate management as required.
  • Inspect work areas for cleanliness and regulatory compliance.
  • Provide estimating expertise for additional services.
  • Ensure compliance with CBA


Payrate:$80,000 to $110,000 Annually

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • High School Diploma or GED required.
  • Must have 5+ years' experience leading military base O&M functions
  • Must have journeyman level certification in one of the contract's functional areas.
  • Must be fluent with Microsoft Suite
  • Must have 5+ years' experience with CMMS
  • Pursuant to the Government Contract, you must be a U.S. Citizen.
  • Facility clearance including official background checks is required.
  • Must be fluent in English
  • Must demonstrate ability to author routine reports and correspondence
  • Must demonstrate ability to speak effectively before groups of customers/employees and in a classroom environment.
  • Must demonstrate ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Must demonstrate critical thinking skills
  • Knowledge and broad background in construction/grounds principles, methods, and techniques.
  • Knowledge of standard contracting regulations, practices, and procedures.
  • Knowledge of health, safety, and environmental requirements as outlined in the applicable standards, regulations and/or technical orders
  • Knowledge of local, state, and federal environmental policies as they pertain to contract performance
  • Must demonstrate ability to maintain excellent working relations with subordinates, peers, customers, supervisors, and outside agencies
