Full-time
Salary: $160 - $175K/yr
POSITION SUMMARY: Provides overall direction for all activities related to the Northern California following industry standards, where applicable, regulatory agencies, as appropriate, and Elwyn California's objectives and policies. The Executive Director, Northern California, in coordination with the Elwyn California Board of Directors, Elwyn's Chief Operating Officer, the Senior Vice President of Adult Intellectual and Developmental Disabilities Services, and the Executive Director, Southern California, develops and drives the implementation of the annual strategic plan and ensures fidelity to the budget process. The position involves direct supervision within a team environment of a full-time and part-time staff.
DUTIES AND RESPONSIBILITIES


  • Directs, administers, and coordinates all of Elwyn California's Northern California agency activities for residential and day programs as directed by the President/CEO, Chief Operating Officer, the Boards of Directors of Elwyn California and Elwyn, and the Senior Vice President of Adult Intellectual and Developmental Disabilities (IDD) Services to accomplish planned objectives with task including but not limited to:


    • Serves as liaison among Board of Directors, Elwyn administration, department heads, California Departments of Developmental Services (DDS), Public Health, and Social Services (DSS), Community Care Licensing (CCL), the Regional Centers, and families and conservators of individuals supported by Elwyn California's programs
    • Translates the strategic and tactical business plans into operational plans within the Elwyn California program service areas
    • Evaluates the Elwyn California program service areas structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as for providing individuals with professional and personal growth opportunities
    • Drives the corporate goals for performance, both programmatic and financial, ensuring Elwyn California's residential program operations operate in a fiscally prudent manner and within established budgets
    • Establishes credibility throughout the organization to be an effective listener and problem solver of people issues
    • Collaborates with other members of senior management to create an environment that encourages and rewards cooperative efforts between all Elwyn California service areas that are in the interest of Elwyn California and its consumers
    • Provides supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination
    • Provides a setting that encourages the balance of clinical and business priorities and promotes best practices across programs
    • Develops and maintains positive relationships and nurtures confidence of funding agencies, state and local regulatory agencies, families and conservators, and others who provide material support to assure that their needs and the needs of Elwyn California's supported individuals are met
    • Actively looks for ways to increase consistency throughout Elwyn and Elwyn California using best practices and outcome based results through continuous education of current research in the area of IDD services and networking with community partners and provider networks
    • Assures that an outcome focus is maintained
    • Assures that all programs meet the credentialing, licensure, certification, and accreditation standards and requirements
    • Assures customer satisfaction with a focus on continuous quality improvement
    • Inspires a shared vision of the Corporate Core Values and Mission and culture
    • Works with other Elwyn executives in the development of new business
    • Communicates goals, objectives, and ongoing achievements regularly and clearly to staff, families, and customers
    • Establish annual budgets for each program service area in coordination with corporate finance group
    • Partners with the Senior Vice President of Adult IDD Services and the corporate Advancement team on the development of organizational resources via fundraising, grants, or proposals
    • Monitors changes in competitive practices
    • In partnership with the Senior Vice President of Adult IDD Services, establishes strategic direction to increase business levels. Works with state officials, funders, and Regional Centers, as necessary, to enhance Elwyn California's footprint
    • Working in coordination with Human Resources' Office of Employee Engagement' Professional Development team, establishes training plan for all Elwyn California programs to ensure continuous professional development of all levels of employees and to ensure regulatory and funder compliance
    • Prepares reports for and attends meetings with the Board of Directors; reviews and acts upon the reports as directed
    • Prepares for, reviews and acts upon reports of inspecting agencies to assure continuous program compliance


  • Represents Elwyn California in community, state, provider, and national associations and professional activities concerning programs ' operations delivery, short- and long-range planning of client services, and facilities
  • Maintains current state-mandated training and certifications
  • Follows all current policies and procedures of Elwyn California
  • Cooperates with any authorized investigating body during an inspection or investigation
  • Performs other related duties as assigned



EDUCATION/SKILLS/EXPERIENCE REQUIREMENTS:


  • Bachelor's degree in special education, rehabilitation education, psychology, education, social work, public administration or other human services related fields from an accredited college or university; graduate degree preferred
  • Ten (10) years of progressively responsible administrative experience in residential type facilities
  • Demonstrated proven leadership with administrative and supervisory responsibilities in adult intellectual and developmental disabilities (IDD) field
  • Must successfully complete and obtain/maintain all certifications as required by the Elwyn California, Regional Centers, other funders, and regulatory agencies
  • Equivalent combination of training and experience that provides the characteristics required to do the essential functions of the class may be substituted for those listed
  • Demonstrated ability to work effectively as part of a team
  • Seven (7) years of management experience with demonstrated increasing levels of accountability and leadership ability
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
  • Demonstrated strong attention to detail
  • Demonstrated strong time management and organizational skills
  • Demonstrated strong ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
  • Proven track record of process improvement and change management with measured outcomes
  • Strong skills in problem identification, analysis and resolution
  • Demonstrated basic experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint
  • Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record.
