VP & CNO Perioperative System Service

General Summary of Position
The VP/CNO Perioperative Service Line is an innovative leader who coordinates, supports and provides leadership to all perioperative services throughout the MedStar Health System. This is accomplished in full collaboration with system executives, vice presidents, senior managers, physician leaders and nurse leaders. This role has a broad scope of responsibility from system wide strategic planning to operational execution in order to achieve maximum quality outcomes, positive patient experience, workforce engagement, efficient resource utilization and compliance. As the knowledgeable system expert in perioperative services, provides vision and direction for the achievement of high levels of efficiency, quality outcomes and viable financial performance and meets or exceeds national best practice benchmarks. This position is responsible for facilitating MedStar Health System's plans for the delivery of quality, compassionate, culturally competent, cost-effective, and efficient perioperative care to individuals, families, groups, and communities. The VP/CNO, Perioperative Service Line serves as a highly visible leader and strong advocate for perioperative practice throughout the MedStar Health System and promotes a positive image, enhances nursing, medical staff and community relations while achieving a fully integrated, seamless and efficient perioperative service for MedStar Health.

Primary Duties and Responsibilities

  • Develops department goals, objectives, policies, and procedures. Ensures compliance with business unit policies and procedures and governmental and accreditation regulations. Ensures that program goals, objectives and operational priorities are clearly documented and are congruent with overall MedStar Health strategic and operational goals.
  • Develops and recommends department operating budget and manages resources according to approved budget.
  • Selects, trains, orients, and assigns department staff. Develops standards of performance, evaluates performance, and conducts performance management planning. Initiates or makes recommendations for personnel actions. Maintains ongoing communication with subordinates to review programs, provide feedback, discuss new developments, and exchange information.
  • Oversees, plans, organizes and coordinates preoperative programs and operations throughout the MedStar Health System assuring full alignment and integration of services.
  • Works closely with all system and entity stakeholders to develop and implement strategic plans aligned with MedStar Health's annual operating plan and assure that these are fully integrated and consistent throughout the system entities.
  • Collaborates with other MedStar Health stakeholders in further developing the service line's strategic business plans with measurable goals, objectives, strategies, time frames and responsible individuals.
  • Serves as a member of the Chief Nursing Officers Council and principle advisor to senior executive leadership on matters pertaining preoperative standards and patient care.
  • Builds and maintains strong working relationships with MedStar Health Medical Staff members, referring physicians, hospital leadership and managed care networks.
  • Able to functional at an optimal level in a highly matrixed system service line structure.
  • Provides leadership to all entities in programs for recruitment, retention, training, development and evaluation of staff, as well as overseeing and supporting leadership and talent development, succession planning, mentorship and coaching of preoperative service leaders.
  • Supports all entities in implementing financial policies and procedures pertaining to annual budget planning, monitoring and variance reporting, cost control, and long-range financial planning.
  • Advises entities on administrative functions including the delineation of responsibility and accountability of interdisciplinary team members, ensuring adequate staffing plans to meet the comprehensive needs of patients and their families.
  • Prioritizes service line opportunities for capital and operating investments to extend and/or achieve leadership position in the region through clinical and technical superiority and the consistent delivery of high-quality care.
  • Participates in ensuring that preoperative services maintain a competitive advantage in the regional marketplace with leading-edge, state-of-the-art technology.
  • Ensures that facilities are maintained to the highest standards for safe, patient-friendly, healing environments.
  • Establishes and maintains a comprehensive management reporting system, providing sufficient and timely data for planning and evaluating programs and services.
  • Maintains established policies and procedures, objectives, quality improvement, patient engagement, safety, environmental and other administrative performance standards.
  • Provides leadership and expertise in meeting all regulatory, accreditation, licensure issues, and full compliance with applicable laws, regulations and standards.
  • Work requires establishing goals and policies for areas of responsibility subject to senior management review. There is broad decision-making authority and work is reviewed based on progress and goals achieved
  • Participates in multidisciplinary quality and service improvement teams as appropriate. Participates in meetings, serves on committees, task forces and represents preoperative services and MedStar Health in community outreach efforts as appropriate.


  • Minimum Qualifications
    Education

    • Bachelor's degree Nursing required
    • Master's degree In Nursing, Health Care Administration, Business Administration or closely related Health Care field. required
    • Doctoral degree DNP or PHd preferred

    Experience

    • 10+ years Progressive senior leadership experience in perioperative services in an academic medical center and/or complex health system. required
    • 3-4 years Experience in multi-site perioperative leadership required
    • Demonstrated financial acumen and business planning experience. required
    • Expert knowledge of the regulatory environment for perioperative practice. required
    • Participation, leadership in national perioperative nursing organizations. preferred
    • Previous experience in a Magnet- Pathway To Excellence designated organization(s) strongly preferred. preferred

    Licenses and Certifications

    • RN - Registered Nurse - State Licensure and/or Compact State Licensure In the District of Columbia and State of Maryland Upon Hire required
    • Specialty certification from a nationally recognized nursing organization is required in either his/her clinical specialty or Nursing Administration. within 1 Year required

    • Proven strategic thinker with problem solving and qualitative and quantitative analytical skills.
    • Ability to make difficult recommendations and decisions. Strongly values diversity.
    • Excellent skills in persuasion, negotiation, communication, facilitation and collaborative problem-solving.
    • Skilled in oral and written communications including oral presentations, public speaking and project report writing.
