Personnel Security Manager

As required by our governmental client, this position requires being a US Citizen, lawful resident alien, citizen of American Samoa or other territory owning permanent allegiance to the United States.

We are seeking a qualified Personnel Security Manager with oversight of Security and Badging Office Personnel of our Influx Care Facility (ICF). This position provides support, coordination, and execution of security operations, personnel security, badging oversite, and auditing with a working knowledge of DCSA's e-QIP system, Homeland Security Presidential Directive-12 tier 1, and Tier 2 background investigations, Lenel integrated access control. Candidates are to be well-rounded and effective leaders with professional communication ability to department peers and subordinates, both verbal and written, and work independently as needed. The candidate must be able to adapt to operational needs rapidly and meet aggressive deadlines as needed.

  • Pay commensurate with experience.

Personnel Security Manager Responsibilities Include:



  • Responsible for managing the site's personnel records of CNMC employees, vendor, and partner staff records, and background check compliance as regulated by the U.S. government customer.
  • Work in conjunction with Human Resources and Recruiting departments.
  • Work in conjunction with Human Resources to establish workplace violence protocols and threat management solutions.
  • Work in conjunction with staffing vendors and partners to assure compliance with background checks and badging requirements.
  • Knowledge and use of Lenel and Milestone systems.
  • Be able to prioritize and direct workflow in accordance with operational needs.
  • Addressing technical and non-technical escalations.
  • Coordinate and schedule shift coverage along with assigning resources for special projects.
  • Design, develop, site rosters for CNMC staff, partners, and customer staff sitewide.
  • Design and develop Personnel Security standards, policies, and procedures.
  • Respond to all security incidents and coordinate response with all relevant agencies.
  • Facilitate all personnel security-related incidents to the program management team and other stakeholders.
  • Perform quality control and assurance for all personnel security incidents and generate After Action Review (AAR) to mitigate future incidents.
  • Collaborate with other project departments, vendors, and CNMC partners to ensure the execution of personnel security's best practices.
  • Maintain and record all personnel security incident documents.
  • Be responsible for identifying areas of program improvement, expansions of service, improvements, and other evolutionary changes for.
  • Performs other job-related duties as assigned.



Personnel Security Manager Experience, Education, Skills, Abilities requested:



  • Minimum of 5 years of experience with Personnel Security-related function or Facility Security Officer (FSO) experience.
  • Knowledge and use of Lenel and Milestone systems.
  • Solid knowledge and experience with Microsoft Excel, Word, and Powerpoint programs.
  • Strong attention to detail in communication within federal agencies.
  • Ability to multi-task and support numerous security operations.
  • Excellent oral and written communication skills.
  • Strong incident report writing ability.
  • Ability to successfully pass a drug screen and background check.
  • Ability to obtain and hold a Public Trust Background Investigation.
  • Must pass pre-employment qualifications of Cherokee Federal.
