IPS EMPLOYMENT SUPERVISOR

FULL TIME- NON EXEMPT

General Summary: Provides oversight to the Individual Placement and Support (IPS) supported employment program. Ensures good program outcomes by providing training, supervision, and by working side-by-side with employment specialists (field mentoring). Attempts to meet most people who receive IPS services. Monitors outcomes and implements quality improvement plans. Acts as a liaison to other departments and agencies. Supervises up to ten employment specialists. Provides IPS supported employment services for a caseload of two or three people.

Schedule: Mon-Fri 8:30am-4:30pm (flexible)

Essential Responsibilities:




  • Hires, trains, and evaluates IPS employment specialists (ES). Develops expectations for ES regarding employer contacts, number of job starts each quarter, and employment rate (percentage of people employed on each caseload).
  • Assigns each employment specialist to one or two mental health teams. Attends each mental health treatment team meeting monthly to enhance integrated services.
  • Conducts weekly group supervision for IPS employment specialists following the principles of IPS supported employment.
  • Provides individual supervision for IPS employment specialists in partnership with team leaders. Supervision includes some office-based sessions, as well as working side-by-side with ES. Provides frequent (weekly or at least bi-monthly) field mentoring for ES who are new to their position and those ES that would benefit from additional training and support.
  • Acts as a liaison to other department coordinators and administrators with Thrive Behavioral Health. Communicates regularly with mental health supervisors and team leaders to ensure that services are integrated, to resolve issues, and to act as a proponent for employment.
  • Work with the Office of Rehabilitation Services (ORS) to coordinate services for individuals served by IPS. Participated in monthly meetings between ORS and IPS employment specialists to discuss oversee service delivery, coordination of ORS funded services, and ensure timely completion of reports and services.
  • Collects client outcomes on a monthly basis. Oversees employment data collection across all Thrive Behavioral Health services. Shares outcomes for the IPS employment program, as well as individual programs and IPS employment specialists with the IPS employment team each quarter. Assists programs and teams to set goals for improvement as appropriate. Reviews individual outcomes with each IPS employment specialist, program, and team and develops written performance improvement plans. Provides direct support and engagement with ES and teams to complete performance plans.
  • Arranges for IPS supported employment fidelity reviews in partnership with the Thrive Behavioral Health Quality Improvement team. Assists with the development of fidelity action plans based on recommendations from the fidelity report.
  • Leads or participates in steering committee meetings to help with IPS supported employment implementation and sustainability.
  • Provide timely interventions with employers and individuals served, to prioritize job retention. Actively engage in problem solving with the individual, the mental health team, and when appropriate, the employer. Return communication to the individual and employer in a timely manner, preferably within 24 hours. Prioritize job starts by providing additional and regular support to the individual starting employment and during their orientation/training period.
  • Provides IPS supported employment services for a caseload of 2-3 people in a manner consistent with the IPS employment specialist job description.
  • Other duties as assigned.

Qualifications

Education, Experience and Competencies:



  • Master's Degree in rehabilitation or related field is preferred. Bachelor's degree is required. Candidates must complete IPS employment supervisor training and receive certification within one year of hire date.


  • Three years full-time experience in a program or environment providing supported employment or related services for individuals with disabilities. IPS employment specialist experience preferred. Previous supervisory experience is preferred.
  • Clinical and human service knowledge and expertise necessary to perform assigned duties and responsibilities.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Experience demonstrating good judgement in initiating, planning, organizing, and coordinating areas of responsibility.
  • Excellent oral and written communication skills.



Certifications, Licenses Requirements:

Supported Employment Professional Certification or IPS Certification may replace one (1) year of experience in education or experience. Valid driver's license and automobile insurance which meets Rhode Island minimum standards required, or the ability to obtain necessary transportation in order to perform the responsibilities/tasks of the job.

All employees are considered benefit eligible if their schedule is 17.5 hours per week or more. Time-off balances are pro-rated for part-time employees. Insurance plans remain the same regardless of FT or PT benefit eligibility.
