Human Resource Trainer / Organizational Designer The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare. Job Description: The Human Resources Trainer implements and executes work efforts in the administration of employee training, tuition assistance, and communication. This position requires compliance with HR policies, regulations, laws, and other procedures, emphasizing communication, teamwork, and collaboration; and continually seeks ways to support agency's mission and develop standardized processes and procedures. This position assesses agency-wide developmental needs to drive training initiatives and identifies and arranges suitable training solutions for employees. Develops, designs, and delivers strategic employee learning and development programs including, but not limited to, management and leadership development, onboarding, and career development through various modalities including presentations to large or small groups, e-learning, and interactive sessions. This position actively searches, creatively designs, and implements effective methods to educate, enhance performance and recognize performance. An employee in this class requires knowledge in a variety of personnel programs such as employee training, labor and employee relations, communications, recruitment, and performance management. Employee has overall program objectives/priorities, is responsible for coordinating training and tuition assistance program efforts within the agency and is expected to carry out daily activities of the position with little supervision. The complexity of the work involves varied duties such as understanding the overall mission of the agency, identifying performance gaps, analyze, design, develop, implement, evaluate, manage and coordinate training activities to maximize internal awareness of HOC's practices and procedure. Employee in this class will ensure timely notifications of available training, manage registration, and ensure both instructors and students are provided the best environment for learning. Contacts include HOC Directors, supervisors, and career and term employees, to exchange information, training, and coordinating work efforts. Other contacts include county agencies, colleges, universities, housing authorities, management companies, and the public for the purpose of coordinating service, providing information and sharing resources. Work is generally performed in an office environment with frequent work interruptions or changes in workflow. Incumbent in this class is expected to speak in front of groups and employees. Occasional lifting, and carrying of light-weight materials or equipment is required. Responsibilities:
