CATALYZE ASP Philippines Health SME Assessment Consultant

Project Overview and Role:

The objective of the CATALYZE Asia Social Protection Philippines activity is to promote social protection and economic empowerment of female workers in the Philippines. As such, it will work to support Pantawid Pamilyang Pilipino Program (4Ps) participants by improving access to essential health services and quality employment. The 4Ps conditional cash transfer program is managed by the Filipino Department of Social Welfare and Development (DSWD) and targets the most vulnerable households in the country. Implementation began in 2008 with 300,000 beneficiaries and has grown to reach 4.4 million households, 85% of which are headed by women.

CATALYZE seeks to help young adult members of 4Ps households by connecting them to skilled and semi-skilled employment opportunities. The program will use various innovative financing approaches, such as pay-for-performance (P4P), to ensure focus is on outcomes while encouraging private sector actors to invest. In addition to providing skills training and employment opportunities, CATALYZE will provide an adolescent- and young adult-specific health curriculum and improve linkages to care through integration with the job site and connections to telehealth and a provider network. Integrating employment with health is critical to ensure 4Ps graduates are equipped with essential skills and knowledge to sustain positive livelihoods. CATALYZE will also establish an adolescent and youth engagement program through which 4Ps graduates will mentor current 4Ps mentors in mental health and well-being, sexual and reproductive health, and other life skills.

Primary Duties and Responsibilities:

CATALYZE ASP Philippines will pursue opportunities to support health small and medium enterprises (SMEs) in expanding access to and quality of services in the project pilot sites of Pasig City and Naic, Cavite. A health SME refers to a non-governmental entity in the health sector that falls within the category of small to medium-sized enterprises based on various criteria such as revenue, number of employees, or assets. These enterprises can encompass a wide range of businesses, including healthcare providers, pharmacies, medical device manufacturers, pharmaceutical companies, biotechnology firms, health tech startups, and other related service providers.

CATALYZE ASP Philippines plans to engage a consultant conduct an assessment of health SMEs to identify business advisory needs, including capital constraints, of health SMEs operating in the pilot sites and neighboring cities and/or municipalities.

The anticipated period of performance is March to June 2024 with an estimated 30 days of effort required. This assignment requires travel to Pasig City and Naic, Cavite.

The assessment consultant will:

  • Conduct a review of policies and programs for health SMEs in the Philippines
  • Map health SMEs operating in Naic, Cavite, Pasig City, and neighboring cities and/or municipalities;
  • Conduct an assessment of the mapped SMEs, particularly focusing on capacities, challenges, opportunities, business advisory needs and demand for capital;
  • Organize a consultation/validation workshop with the health SMEs in each area (workshop costs to be covered by CATALYZE); and
  • Provide recommendations to address the identified business advisory and capital needs of health SMEs.

The Consultant will be expected to complete the following deliverables:

  • Mapping and assessment design and methodology;
  • Comprehensive map of Health SMEs in the pilot sites and neighboring cities and/or municipalities;
  • Assessment report outlining the capacities, challenges, opportunities, business advisory and capital needs of heath SMEs in the project sites, and recommendations to assess the needs and expand access to and quality of health care.

Required Qualifications:

  • At least (5) five years' experience in business and/or market assessments in the Philippines;
  • Established professional network within the health sector and related development sectors knowledge of 4Ps an advantage;
  • Excellent communication and writing skills.

The following qualifications and experience are preferred:

  • Master's degree or above in business, financing, health economics, public health, and/or other relevant field;
  • Experience and familiarity with health service delivery in the Philippines; and
  • Experience working with private healthcare providers and SMEs.
