Network Engineer - Top-Secret Clearance SCI eligible

RCG is a growing federal contracting company and Certified as a Great Place to Work. We are looking for strongly qualified people to help support our clients. We are currently seeking a Network Engineer with an active Top-Secret Clearance SCI eligible for an on-call position as part of an ongoing contract in Bluemont, VA.

Please note: Due to the secure nature of this government agency, all candidates must be U.S. citizens and hold a current, active TOP-SECRET CLEARANCE SCI eligible and DoD 8570/8320-compliant certifications. This is an on-call role you must be available two to three times per quarter.

The successful candidate will receive a contingent offer based on the outcome of a government background check. This will take several weeks, and the candidate cannot begin actual employment until the background check is successfully completed.

Primary Function:

This position involves installing, configuring, and maintaining all hardware and software on a Cisco based network infrastructure which consists of ASA firewalls, routers and switches, wireless, VPN and VOIP phones. The Network Engineer shall be responsible for regularly reviewing, maintaining, administering, and supporting the OCIO Information System Continuity Plan (ISCP)/ DR plan as required by the customer's policies and in the event of any declared COOP/DR event or exercise. To ensure readiness for a potential COOP situation, OCIO conducts exercises throughout the year - at a minimum on an annual basis. If a COOP event is declared, or an exercise is conducted, the contractor shall be required to deploy pre-identified members of their team to COOP/DR activities. During a COOP event, the team will ensure that Mission Essential Personnel (MEP) are able to access the resources defined in the customer's plan which include but are not limited to email via Outlook and iPhone, network drives, and other IT resources.

The nominal support requirement for this service is 1st and 2nd shift, Monday through Friday, with on-call at other times. Additional support may be required during major events based on scheduled customer requirements and may result in 3rd shift or on-call support.

Primary Duties:



  • Operate, maintain, and perform sustaining engineering support for network systems.
  • Perform installation design, procure, and install new cabling, equipment, and associated hardware and software to extend and/or enhance existing services.
  • Provide Dynamic Host Control Protocol (DHCP) and Domain Name Servers (DNS) services.
  • Develop and deploy a system to manage the end-to-end configuration of assigned network systems.
  • Maintain the system to manage the end-to-end configuration of assigned network systems.
  • Ensure that the stored configuration information accurately reflects the current system configuration and is verified at least quarterly. All corrections shall be incorporated within five working days of discovery.
  • Maintain a comprehensive network and IT security the customer mentation database containing the data fields required by the customer's IT Security Program Policy and its addendums, Subordinate IT Security Plan Template, Requirements, Guidance and Examples.
  • Support the customer's IT security personnel performing IT security functions including the customer's Enterprise Architecture and the OCIO Change Approval Board.
  • Support the design, configuration, operation, and data reporting of special purpose/function IT security sensors/systems used to detect specific events or identify and quantify the presence of IT system vulnerabilities. Maintenance of these special purpose systems will be performed by the contractor once turned over by the Government.
  • Operate and maintain a complete network management system including primary and limited functional backup network operations centers, as well as in-band and out-of-band network management systems.
  • Collect and enter DNS, DHCP, and IP address configuration information for HCHB Network into the Agency provided Internet Protocol Address Management system via the Government/ThirdParty furnished interface.
  • Grant network access per HCHB Network Connectivity Procedure.
  • Ensure network design and operation complies with the Cybersecurity and Infrastructure Security Agency (CISA) Zero Trust Architecture (ZTA) Maturity Model.



Qualifications include:



  • Must possess a current, active government clearance of Top-Secret SCI eligible.
  • 5+ years of experience in a NOC environment.
  • Security+ or CISSP is a baseline requirement.
  • Provide 24x7 365 on call support.
  • Experience with ServiceNow ticketing system.
  • Troubleshooting LAN/MAN/WAN outages and connectivity issues by communicating with Service Providers.
  • Must have experience with DNS, DHCP and IPSEC support.
  • Exceptional written and verbal communication skills in the English language.
  • Operating system and network knowledge (Windows 10, Windows Server 2012R2, RHEL, LAN).
  • Minimum 3 years' general experience with the following:

    • IOS, NX-OS, FabricPath, VPCs, HSRP Anycast, BGP, EIGRP, QOS, ACLs, Port Security, MAB, Netflow, Network Diagraming with Visio.


  • Ability to work cooperatively and collegially with others, on multidisciplinary teams and to establish professional working relationships, to work independently to solve problems quickly and completely.
  • Work network implementation projects as assigned.
  • Understanding of networks and troubleshooting communication issues.
  • Must have the ability to manage demands with frequent changes.
  • Experience with reporting progress monthly.
  • Keen attention to details.
  • Mentor other junior NOC engineers to the processes, procedures, and technologies that are in use at this customer site.


Preferred certifications/education: Bachelor's degree in information technology, Information Security, or related field.
