Director of Procurement

Valiant Integrated Services is seeking an experienced Director of Procurement, Subcontracts, and Supplier Management functions in support of Department of Defense programs. The Director will be responsible for building and sustaining a compliant, efficient, and scalable supply chain organization that meets the requirements of the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and the Contractor Purchasing System Review (CPSR). This role partners closely with Contracts, Finance, Program Management, Legal, and IT to ensure that purchasing and subcontracting activities support mission delivery, cost objectives, and audit readiness.

Key Responsibilities:



  • Lead, develop, and mentor the supply chain and subcontracts team, setting clear performance expectations and building a culture of accountability, compliance, and continuous improvement.
  • Establish and maintain the enterprise purchasing system, policies, and procedures in alignment with FAR Part 44, DFARS 252.244-7001, and CPSR standards, and serve as the primary point of contact during CPSR reviews and related government audits.
  • Oversee the full procure-to-pay and subcontract lifecycle, including sourcing, solicitation, negotiation, award, administration, modification, and closeout.
  • Ensure proper flow-down of prime contract clauses, including cybersecurity requirements under DFARS 252.204-7012 and CMMC, to subcontractors and suppliers.
  • Direct supplier qualification, risk assessment, and performance management programs, including small business subcontracting plan compliance and reporting through eSRS.
  • Manage international sourcing and supplier relationships in compliance with export control regulations (ITAR and EAR), sanctions requirements, and country-of-origin restrictions.
  • Oversee cost and price analysis, commercial item determinations, and Truthful Cost or Pricing Data (TCPD) compliance for subcontract awards.
  • Serve as the functional owner of procurement processes within Deltek Costpoint, driving data integrity, workflow optimization, and reporting that supports cost-plus, fixed-price, and time-and-materials contract environments.
  • Develop and track key performance indicators for cycle time, cost savings, supplier performance, and compliance, and report results to executive leadership.
  • Identify and implement opportunities for non-labor cost optimization, process automation, and supply chain resilience.
  • Support proposal efforts by providing subcontractor pricing, teaming agreement coordination, and supply chain strategy input.
  • Partner with Legal on subcontract terms, disputes, and risk mitigation, and with Finance on accruals, cost allowability, and audit support.
  • Other duties as assigned



  • Bachelor's degree in Supply Chain Management, Business Administration, or a related field.
  • A minimum of 10 years of experience leading supply chain, procurement, or subcontracts teams.
  • Demonstrated hands-on experience with Deltek Costpoint, including procurement and subcontract modules.
  • Thorough working knowledge of FAR, DFARS, and CPSR requirements within a government contracting environment.
  • Experience supporting government audits and reviews conducted by DCMA and DCAA.
  • Proven ability to build, lead, and retain high-performing teams.
  • Strong negotiation, analytical, and executive communication skills.


Preferred Qualifications:



  • Professional certification such as Certified Professional in Supply Management (CPSM), Certified Supply Chain Professional (CSCP), Certified Professional Contracts Manager (CPCM), or Certified Federal Contracts Manager (CFCM).
  • Master's degree in Supply Chain Management, Business Administration, or a related discipline.
  • Experience with international procurement and export control compliance.
  • Familiarity with CMMC requirements and supplier cybersecurity assessments.
  • Experience leading supply chain integration or separation activities during mergers, acquisitions, or divestitures.
