As an Area Construction Field Services (CFS) Lead, you will report to the Area Transportation Business Group Leader and serve as the operational leader responsible for the growth, management, and delivery of Construction Field Services within your assigned region of the New York City CityArea. The Area CFS Lead is responsible for leading day-to-day operations, driving business development, managing project delivery and financial performance, developing client relationships, and building high-performing teams. Working collaboratively with the Strategic Advisor, Construction Field Services Director, Professional Services Directors, Business Group Leaders, and Area Leadership, this role advances HDR's strategic objectives while promoting technical excellence, operational consistency, quality, and HDR's Matrix of Authority and One HDR philosophy.In addition to these responsibilities, the Area CFS Lead may serve as Project Manager, Construction Manager, Contract Manager, or Technical Lead on strategic or high-profile projects while supporting multidisciplinary transportation and construction services, including construction engineering and inspection, construction management, project controls, CPM scheduling, program management, and related Construction Field Services.
In the role of Area Construction Field Services Lead, we'll count on you to:
Operational Leadership
  • Lead the day-to-day operations of Construction Field Services within the assigned region, ensuring successful execution of business objectives, operational performance, financial results, and client satisfaction.
  • Develop and implement regional business plans that align with Area, Transportation, Water, and Corporate strategic objectives.
  • Foster a culture of accountability, collaboration, technical excellence, continuous improvement, and consistent operational practices while supporting HDR's Matrix of Authority and One HDR philosophy.
  • Business Development & Client Management

  • Drive business growth by identifying new opportunities, expanding client relationships, and developing strategic partnerships that strengthen HDR's market presence throughout the region.
  • Serve as Client Manager for strategic clients while maintaining executive-level relationships that support long-term business growth.
  • Lead or participate in business development activities including strategic planning, marketing, proposals, presentations, interviews, and pursuit development.
  • Collaborate with Business Development, Marketing, and Business Group Leadership to position HDR for strategic opportunities across all business groups.

Project Delivery & Financial Performance

  • Provide leadership for the successful delivery of construction engineering and inspection, construction management, program management, project controls, CPM scheduling, and related Construction Field Services, ensuring projects are delivered safely, efficiently, profitably, and in accordance with HDR quality standards.
  • Serve as Project Manager, Construction Manager, Contract Manager, or Technical Lead on strategic or high-profile projects, as appropriate.
  • Monitor project financial performance, resource allocation, risk management, operational metrics, and client satisfaction to achieve regional business objectives.

Leadership & Talent Development

  • Recruit, develop, mentor, and retain high-performing Construction Field Services professionals.
  • Promote employee engagement, leadership development, succession planning, and career progression throughout the region.
  • Establish performance expectations while providing ongoing coaching that strengthens technical and leadership capabilities.
  • Partner with the Strategic Advisor and Professional Services Directors to support technical learning, leadership development, and organizational initiatives.

Resource Management

  • Lead staffing, workload balancing, utilization planning, and resource coordination within the region.
  • Collaborate with other Area CFS Leads to optimize staff utilization and support workshare opportunities across the New York City Area.
  • Coordinate multidisciplinary teams to maximize operational efficiency, project delivery, and client satisfaction.

Technical Excellence & Quality

  • Champion implementation of HDR's Quality Management System, technical standards, digital delivery initiatives, and industry best practices.
  • Provide leadership for quality assurance and quality control activities across the region.
  • Participate in project reviews focused on technical quality, project performance, staffing, financial health, client satisfaction, and risk management while promoting continuous improvement through lessons learned and emerging best practices.

Organizational Collaboration

  • Collaborate closely with the Strategic Advisor, Construction Field Services Director, Business Group Leaders, Professional Services Directors, and Area Leadership to achieve organizational objectives.
  • Support integrated project delivery by coordinating services across HDR business groups while promoting communication, collaboration, and organizational consistency throughout the New York City Area.

  • Implement company policies, strategic initiatives, and organizational priorities that support the continued evolution of Construction Field Services.

Preferred Qualifications

  • 15-20 years of experience in construction management/CEI of civil infrastructure projects, including highways, bridges, transit, and or aviation
  • Proven experience leading construction services teams or managing large-scale infrastructure programs in a senior role
  • Professional Engineer License(PE) strongly desired
  • CCM
  • Business development experience, knowledge of local NYC market and competion, relationships with local agency clients such as MTA, NYSDOT, NYCDOT, Port Authority and recognition in the industry
Required Qualifications
  • Bachelor's Degree in an engineering, planning or a related field
  • A minimum of 10 years of industry experience
  • Experienced in development and management of strategic marketing programs for planning and/or engineering services
  • Experienced in development and management of a wide range of client relationships and specific program and/or project pursuits
  • Experienced in overall staff development to include recruiting, career path and professional growth
  • Experienced with industry associations and maintains a visible profile in the market sector
  • Ability to work cooperatively with Regional Market Sector Directors, Market Sector Directors, Business Class Directors, Regional Business Group Directors, Area Business Group Managers, Area Marketing Managers and Area Managers
  • Demonstrated commitment to HDR values. An attitude and commitment to being an active participant of our employee-owned culture is a must
