The Maryland Department of Transportation State Highway Administration's (MDOT SHA) Office of Environmental Design (OED) is currently recruiting for a Program Lead (Environmental Analyst IV) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Job Duties
:

The Office of Environmental Design's (OED) Water Programs Division (WPD) is responsible for the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Program for SHA. The WPD responsibilities include ensuring SHA is meeting its restoration compliance goals and working towards, achieving and/or maintaining compliance with Maryland surface water quality standards (designated uses, water quality criteria, anti-degradation), MS4 discharge permit conditions, based on the Federal Clean Water Act (CWA) to minimize pollutants entering Maryland waterways from SHA storm drain systems and restore impervious surfaces.

This is an advanced senior level position that functions as Program Lead in WPD and provides technical expertise, specialized services, and leads multi-disciplinary teams to support compliance with SHA's NPDES/MS4 permit. Responsibilities include managing the Restoration Implementation program which includes, but is not limited to, project planning, design, permitting, advertisement, and construction of various best management practices. This position also includes; fieldwork planning and implementation, adaptive management, coordinating with other State and federal agencies for WPD, directing and monitoring the work from consultant teams, supervising teams of multi-disciplinary technical experts to deliver planning and restoration compliance needs, and data analysis and reporting. This position requires independent decision making to manage large complex environmental programs, such as, the Restoration Implementation program, to ensure compliance with current permit conditions and plan for future permit compliance, all working towards mitigating environmental impacts from existing roads and transportation projects.

Qualifications

Education: Possession of a Bachelor's degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, forestry, horticultural or related sciences, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, architectural history or related fields such as ecology, landscape architecture, or environmental engineering.

Experience: Six years experience in environmental analysis to include the development of plans, specifications, estimates, and design, OR six years experience in environmental management to include the development, implementation and monitoring of environmental compliance plans for air quality, storm water management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management or multi-media operations.

Notes:

1. Possession of a Master's degree in one of the disciplines required may be substituted for one year of the required non-supervisory experience.

2. Possession of a Doctorate's degree in one of the disciplines required may be substituted for two years of the required non-supervisory experience.

3. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.


Licenses & Certifications

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
