Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $90,000.00/yr to $100,000.00/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $83,165.04/yr to $150,565.68/year.

Brief Summary of Job Duties:

Under direction of the Industrial Safety and Hygiene Services Manager, develops, supports implementation of, and identifies needs related to the campus Injury & Illness Prevention Program (IIPP) to help ensure compliance with federal, state, and local regulations, and campus and UC policies. Additional areas of responsibility include developing and implementing effective campus-wide systems for injury reduction, safety communication, training, risk-based inspections and compliance oversight , hazard assessment and control, and incident investigation. Performs compliance audits, inspections, and injury investigations, generates reports and corrective actions, provides IIPP program training and assistance, and monitors campus injury trends. Obtains and maintains certifications necessary for program implementation and oversight.

Required Qualifications:

  • Bachelor's Degree in related area and / or equivalent experience / training.
  • 1-3 years Developing, implementing, and/or managing safety programs and/or training. Required
  • Thorough knowledge / understanding of specific EH&S field(s) including related laws and regulations; and general knowledge / understanding of all EH&S fields.
  • Thorough knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards and guidelines.
  • Thorough written, verbal, and interpersonal communication skills, including political acumen and skill to communicate effectively in a diverse environment.
  • Strong analytical and organizational skills to organize, prioritize and manage the successful completion of projects within time and budget constraints.
  • Strong skill to appropriately use technology and relevant scientific equipment as required.

Preferred Qualifications:

  • Bilingual (Spanish) preferred.
  • Professional certification preferred.
  • Certified Safety Professional (CSP) Preferred

Job Functions and Percentages of Time:

  • 45% - Campus Injury & Illness Prevention Program (IIPP) - Develops and supports programs related to compliance with CAL OSHA injury and illness prevention requirements and other related safety regulations. Creates, updates, and maintains safety resources, including training materials, forms, templates, websites, and guidance documents. Conducts audits of campus departments to verify compliance with safety training, assessments, and documentation requirements. Supports a strong campus safety culture by helping departments improve safety communication, training, incident reporting, hazard identification, and hazard control processes. Trains Department Safety Representatives (DSRs) and department leaders on their safety responsibilities, provides onboarding and program updates, and supports the annual DSR Summit. Manages light-duty job identification, quantification and supports departments to facilitate employee participation in the return-to-work program following work-related injuries or illnesses. Also serves as a representative of UCSB Environmental Health & Safety (EH&S) on systemwide workgroups focused on slip-resistant footwear and driver safety.
  • 15% - Safety Training - Assesses campus safety training needs and helps develop and implement campus-wide safety training systems and programs. Assists departments with the development and implementation of training plans, and auditing of safety training completion. Develops and provides training on IIPP and other safety topics. Coordinates safety training development with EH&S subject matter experts. Serves as an UCSB EH&S representative in the System-wide Training and Education Workgroup (STEW) and the Occupational Safety Workgroup (OSWG). Researches, evaluates, and develops effective training methods and resources.
  • 10% - Safety Inspections - Assists departments in the development and implementation of effective safety inspection systems and programs. Regularly audits departmental safety inspection completion and quality. Conducts & documents scheduled and unannounced inspections and risk-based safety audits to assess compliance and identify hazards. Provides written recommendations for corrective actions as necessary and conducts follow-up visits to ensure corrective actions and compliance standards are met.
  • 10% - SOP and JHA Development and Review - Assists campus departments in the development and implementation Standard/Safe Operating Procedures (SOPs) and Job Hazard/PPE Assessments (JHAs) to identify and control hazards, and reduce the risk of injury and illness to the campus community. Develops JHA and SOP templates, libraries, and other resources. Audits for JHA, SOP, and PPE compliance. Review the UC-RDMS data platform and create data analytics on a quarterly basis.
  • 15% - Incident Investigation - Develops and implements systems and resources for incident investigation. Conducts and assists departments in conducting incident investigations and developing corrective actions. Identifies, tracks, and ensures completion of corrective actions related to incident investigations while analyzing injury trends and leading indicators. Work closely with the work accommodation teams (FM, HDAE & HR) on campus.
  • 5% - Hazardous Materials Emergency Response Team - Serves on the Environmental Health & Safety (EHS) Emergency Response Team (ERT). Actively participates in the scheduled ERT training sessions. Provides technical guidance during campus emergency incidents. Prepared to act independently as a First Responder during or after-hours to evaluate, prioritize and coordinate EH&S' response to hazardous materials incidents. Interacts with the Fire Department during emergencies. If needed, submits emergency notifications to State and local agencies (CUPA, EPA and OES). As a member of the ERT performs a variety of administrative and operational tasks as needed during a campus wide and/or regional incident (e.g. earthquake, fire, flood, pandemic). Duties may include but not limited to preparation and/or review documents, ordering, tracking, delivery and distribution of materials and other duties as assigned by the Campus Emergency Operations Center (EOC)/EHS.
