Position Summary

As Divisional Leader, provides compliance-related leadership and guidance on the design, manufacture, sustainment, and oversight of product management systems aligned with United States Government (USG), Federal Aviation Administration (FAA), import/export control regulations, industry standards and specifications, and customer contract requirements. Develops and deploys policy regarding engineering, quality assurance, manufacturing operations, import/export compliance, and other areas of the business to assure establishment of compliant product management systems and practices that meet the demands of U.S. Government contracting, civil regulatory compliance, and global trade requirements.

This role provides leadership across 7 sites in North America, ensuring consistent implementation of compliance policies, risk mitigation strategies, regulatory controls, and talent development practices. The position is responsible for leading, developing, and mentoring compliance personnel and cross-functional teams to strengthen organizational capability, accountability, and sustained compliance performance.

Scope / Supervision and Interaction

Acts as the division leader for operational, technical, product, regulatory, and trade compliance, including the application of USG, FAA, import/export regulations, related industry standards, and customer contract requirements. Creates, directs, and oversees implementation of Corporate policy and practices related to customer contracts, quality, manufacturing, engineering, import/export controls, and other initiatives in support of USG contracting, civil aviation requirements, and industry-recognized product management systems.

Provides leadership, oversight, coaching, and development for compliance resources and cross-functional teams across 7 North American sites. Establishes expectations, drives alignment, develops team capability, and promotes consistent application of compliance standards, processes, and best practices across the Division.

Interacts routinely with Corporate, Group, and Division management. Additionally, interacts with regulatory agencies, customers, internal and external legal counsel, trade compliance resources, and other key stakeholders. Participates on councils and committees in support of USG, FAA, import/export, and industry activities.

Essential Functions

  • Develops and maintains division policy, including documentation, designed to assure establishment and sustainment of product management systems that meet USG and civil aviation laws and regulations, import/export control requirements, industry practices, and related customer contract requirements.
  • Provides leadership and direction to Division Quality, Engineering, Manufacturing, Compliance, and other functional personnel across 7 North American sites. Interfaces with division staff, site leadership, mid-level management, and other entities as required. Establishes and maintains standard methodologies that assure communication of quality, product, regulatory, and trade compliance information to ensure timely review and analysis of impacts to division policies and strategies, including the sharing of best practices to promote optimum compliance and efficiency.
  • Leads, coaches, mentors, and develops direct reports and cross-functional team members. Establishes performance expectations, supports professional development planning, builds succession capability, and fosters a culture of accountability, collaboration, continuous improvement, and ethical compliance across the Division.
  • Maintains ongoing expertise in USG and FAA regulations, import/export control requirements, industry consensus documents, and customer contract terms and requirements to ensure compliance. Provides oversight and guidance for sites that perform on USG contracts or engage in activities subject to export control, import, customs, or trade compliance requirements. Assists in the establishment and maintenance of management systems, processes, procedures, and controls in support of USG, FAA, industry, customer, and global trade regulations and requirements.
  • Provides leadership and oversight for import/export compliance activities, including compliance with applicable export control regulations, import requirements, customs regulations, sanctioned party screening expectations, technology transfer controls, classification requirements, licensing requirements, recordkeeping obligations, and related Corporate policies and procedures.
  • Collaborates with Corporate and Group trade compliance, legal, supply chain, contracts, engineering, operations, logistics, and site leadership to identify, assess, and mitigate import/export compliance risks. Supports timely escalation, investigation, corrective action, and resolution of potential trade compliance issues.
  • Develops and institutionalizes a standard Division policy-based process and approach to assure Division compliance in areas such as calibration, shelf-life dated material, corrective and preventive measures, product conformity, quality systems, USG contracting requirements, and import/export control obligations.
  • Participates in and provides direction to cross-functional Division teams to assure existence of systems, policies, and practices that complement contract, regulatory, import/export, and industry requirements, including collaboration with the Supply Chain Organization on supplier, logistics, customs, and trade compliance matters.
  • Appraises and applies USG, FAA, import/export, and industry-accepted methods and product management tools that assure regulatory, trade, and contract compliance throughout all product development and manufacturing phases, including ISO9000, AS/EN9100, CMMI, and other applicable standards.
  • Works closely with Groups, Divisions, sites, and Corporate functions to create and teach tailored technical and compliance curricula that result in effective recognition, comprehension, development, deployment, and creation of risk mitigation strategies addressing corporate policy, regulatory/statutory, import/export, and customer contract requirements.
  • Creates and maintains tools used for the appraisal of Division compliance levels. Performs reviews using these processes for sites to assess and mitigate risk in USG contracting, product-related matters, operational compliance, and import/export compliance. Provides analyses and reports to executive, Corporate, Group, and Division management regarding the overall health and status of Quality, Engineering, Manufacturing, Contract, Supplier Management, and Trade Compliance systems, including recommendations for correction of non-compliant activities.
  • Serves as the primary facilitator for issues relating to USG, FAA, customer product quality, conformity initiatives, and applicable import/export compliance matters. Shares specialized knowledge with others and serves as a subject matter expert on technical customer contract, product-related, and trade compliance matters.
  • Provides input to the Corporate Disclosure Committee on matters that could have a significant impact to statutorily required filings. This includes receipt of division inputs, analysis and assessment of risk, and formulation of strategies to address problem areas to achieve compliant and appropriate resolution of matters in a fashion that maximizes the outcome so that Parker Hannifin interests are fully considered and optimized.
  • Acts as a consultant to Division management on overall technical, compliance, and potential program management challenges related to both military and civil aviation programs. Provides mentoring to personnel involved in product management, compliance, import/export, and regulatory processes.
  • Conducts and leads investigations into product-related, compliance-related, and trade compliance-related allegations and concerns. Works with internal and external legal counsel, regulatory authorities, Corporate trade compliance, and business leadership to provide guidance and support regarding product, regulatory, and import/export matters.
  • Provides guidance, oversight, and reporting on performance trends related to Aerospace Group commercial development programs with multi-billion-dollar life-of-program scope. Provides support and assistance in the oversight of Corporate, Group, and Division initiatives.
  • Maintains professional and technical/product knowledge by attending educational workshops, forums, and meetings, reviewing technical/specialty publications, monitoring regulatory developments, and participating in professional associations.
  • Benchmarks industry best practices and maintains/shares knowledge of current product management, regulatory compliance, import/export compliance, and related technologies and practices.
  • Establishes and maintains contacts with influential USG, FAA, industry, customer, and trade compliance key personnel to assure timely feedback on significant technical, regulatory, import/export, and business-related matters. Assures coordination with Divisions and sites to leverage such information to improve processes and compliance initiatives.

Qualifications

  • Bachelor's degree in an Engineering discipline required. Advanced related degree and/or professional certification preferred.
  • 15+ years of progressively responsible experience in a senior product integrity, quality, compliance, engineering, or operations leadership role supporting division manufacturing operations and oversight of design engineering, or a combination of relevant division operations, Group, or Corporate staff experience required.
  • Demonstrated experience leading teams, developing talent, coaching direct reports, and driving accountability across multiple sites or a matrixed organization required.
  • Experience providing compliance leadership across multiple manufacturing or operational sites preferred; experience supporting a North American multi-site footprint strongly preferred.
  • Aerospace and defense industry experience with exposure to electro-mechanical, electro-hydraulic, and pneumatic designs, systems, and products, or an appropriate combination of Aerospace, Defense, and Industrial experience preferred.
  • Working knowledge of import/export compliance requirements, including export controls, customs/import requirements, controlled technology considerations, licensing, recordkeeping, and trade compliance risk management preferred.
  • Advanced, specialized knowledge of program management tools, principles, industry practices, regulations, and policies related to aerospace program management.
  • Demonstrated ability to interpret and apply USG, FAA, customer contract, industry, and trade compliance requirements in a manufacturing, engineering, and product management environment.
  • Strong leadership, communication, influencing, analytical, and problem-solving skills, with the ability to work effectively with senior leadership, cross-functional teams, regulatory agencies, customers, and external stakeholders.
