(Open Recruitment) State Highway Administration Assistant Division Chief (Accountant Manager III) Grade 22 (4555) SP# 26-30-11 YOU MUST APPLY ONLINE TO BE CONSIDERED FOR THIS POSITION http://www.governmentjobs.com/careers/mdotmd The State Highway Administration's (SHA) Office of Finance (OOF) is recruiting for an Assistant Division Chief (Accountant Manager III) position in Baltimore City. This position is open to anyone who meets the minimum qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.
Nature of Work: This position serves as the Assistant Division Chief of the Accounting Operations - Disbursements Division. The Assistant Division Chief also helps supervise and direct the operations of three work units within SHA's Accounting Operations Division. These work units include the Inventory Management Section, the Credit Card and Employee Expense Statement Section, and the Vouchers Payable Section. Additionally, this position supervises the auditing of all procurements purchased using the Corporate Purchasing Card. The Assistant Division Chief also manages, analyzes, interprets, and reports on SHA's Small Business Reserve Program transactions. A report of this effort is produced and analyzed for the Deputy Administrator - Administration, Director of Finance, Director of Equal Opportunity, and the Director of Procurement and Contracts periodically. The Assistant Division Chief supervises compliance with internal controls and regulations of the Corporate Purchasing Card System and Inventory Management System. Additionally, this position authorizes journal entries in MDOT FMIS. The Assistant Division Chief also acts as a liaison between SHA Finance and the General Accounting Division in Annapolis for the Vouchers Payable and Credit Card section.

Qualifications

Minimum Qualifications:
Education: A bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing.
Experience: Eight (8) years of experience examining, analyzing, interpreting, and maintaining accounting systems, preparing financial reports and statements by applying generally accepted accounting principles and two years of supervising other employees.
Notes: 1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974, will be considered to have met the educational requirement referenced above.
2. Possession of a certificate as a Certified Public Accountant or master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.
3. Applicants may substitute one year of professional auditing experience for one year of general accounting experience.
4. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.
