The Program Director provides leadership and oversight for an Endeavors' residential care program in Texas, which may include emergency placement shelter(s) and/or longer-term residential shelter(s) for children in foster care. This position is responsible for the day-to-day operations of the program, supervision of staff, and ensuring compliance with Texas childcare licensing regulations. The Director also develops community partnerships and works collaboratively with the relevant SSCC and other stakeholders to support the safety, well-being, and stability of children in care.
ESSENTIAL JOB RESPONSIBILITIES:
- Provide overall leadership and operational oversight of the residential program and campus.
- Ensure the program operates in compliance with Texas childcare licensing regulations, state requirements, and Endeavors policies, in collaboration with the Program LCCA and Treatment Director (as applicable).
- Direct and manage day-to-day program operations, ensuring a safe, structured, and supportive residential environment for children in foster care.
- Supervise, coach, and evaluate program staff, including residential caregivers, case management personnel, and support staff.
- Oversee staffing schedules and operations to ensure appropriate supervision and care for children across 24 hours per day, 7 days per week.
- Develop and maintain strong partnerships with the relevant SSCC, community providers, schools, behavioral health services, and other stakeholders.
- Represent Endeavors and the residential program within the local community and establish collaborative relationships with public and private agencies.
- Oversee program operations related to admissions, assessments, and placement coordination to ensure children receive appropriate care and services.
- Ensure children receive developmentally appropriate programming, supervision, and services that support safety, well-being, and permanency outcomes.
- Monitor compliance with licensing requirements, policies, and procedures governing residential childcare operations.
- Support the development and implementation of program policies, procedures, and quality improvement practices.
- Manage the completion of the Texas Preparation for Adult Living (PAL) Program documentation process for children in care.
- Oversee staff hiring and training in collaboration with Human Resources.
- Monitor program performance, documentation practices, and reporting requirements.
- Maintain program records and documentation in accordance with applicable regulatory and organizational requirements.
- Ensure staff are trained and prepared to respond to emergencies and crisis situations.
- Provide consultation, training, and technical assistance to staff regarding engagement, and child-centered, trauma-informed caregiving techniques based on the child, youth, or young custom needs.
- Promote trauma-informed and child-centered practices in all aspects of program service delivery.

EDUCATION/LICENSES/CERTIFICATIONS:
- Bachelor's degree and three years' experience supervising residential programming for children or Master's degree in a human services field from an accredited college or university required.
- LMSW, LCSW, LPC, or LMFT preferred.
- Licensed Child Care Administrator preferred.
EXPERIENCE:
- Three years of experience working in a residential child welfare, foster care, or youth services program, including supervisory or management experience required.
- Three years of experience providing treatment services in a residential setting for children with emotional disorders preferred.
- Experience operating or supervising a licensed residential childcare facility preferred.

- Ability to successfully pass required background checks, drug screening, and other employment screenings required for work in licensed residential childcare operations.
