Industrial Security Manager
The Industrial Security Manager has the ultimate responsibility for interpreting, implementing, and leading the security program for all SkyWater's facilities. They will be responsible for managing security professionals in Industrial Security. This role will be crucial in SkyWater's ability to procure and maintain relationships with customers within various industries including the U.S Government. This position will be appointed as the Facility Security Officer (FSO) and Insider Threat Program Security Officer (ITPSO) at SkyWater's corporate headquarters.
They will direct activities that support DoD collateral and will provide guidance to assure compliance with the applicable National Industrial Security Program (NISP) and other security requirements. The candidate will manage and enforce numerous DoD security programs and requirements including many classified contracts. Candidate will develop and implement policies relevant to security and emergency response drills, exercises and self-inspections to ensure compliance with regulatory requirements.
As the Security leader, the candidate will be the primary security liaison between SkyWater and the government customer. The Security Manager oversees all security activities and provides guidance to all personnel, to include supporting program managers in achieving key goals. The selected candidate must be able to work collaboratively in a team environment with program management, program personnel, cyber security personnel, external security professionals, and contract security personnel. The candidate will participate in business development activities and plan security support for future business. This position also includes Emergency Preparedness / Contingency Planning responsibilities.
In addition to this functional expertise, the candidate must possess strong people-leader skills, excellent communication skills, and a collaborative attitude. The candidate must have the ability to intake challenging assignments, and lead team to deliver security actions on time and with quality. This manager must build a culture that balances care and accountability and motivates employees to achieve their highest levels of security performance. The candidate must be customer and team oriented and be a working manager functioning with minimal direction but provide a high level of upward communication.
Responsibilities:
- FSO and ITPSO assignments
- Leading a team of security professionals to ensure consistent application of the leadership characteristics that are expected of all employees within the organization.
- Responsible for execution of all 32 CFR Part 117, NISPOM related security functions including industrial, physical, and personnel (PERSEC); Insider Threat program development and execution; program security support and access control to classified programs and accredited areas.
- Wide management and leadership knowledge to lead and manage across the function.
- Oversee security education training and internal security audits.
- Interface with DCSA (Defense Counterintelligence and Security Agency).
- ITAR (International Trade and Arms Regulations) program management and implementation.
- Research and Implement compliance of security programs.
- Oversight of implementation and maintenance of contractual security documentation.
- Prepare government compliance forms (Form DD254) issued to subcontractors, vendors, and suppliers.
- Conduct and manage security briefings and policy/procedures manuals.
- Create and maintain specialized security areas (Closed Areas, etc.) in response to client and program requirements.
- Advises and defines security procedures to protect program information and material.
- Manage and administer personnel security clearances in government systems (DISS) and work with candidates to obtain/maintain clearance.
- Administer required filings with various government agencies.
- Conducting security investigations and preparing reports that analyzes and responds to potential security breaches or spillages, reporting, and implementing corrective actions.
- Develop systems to improve security and meet new requirements.
- Interpret and implement relevant government flow down requirements.
- Interface with customer security offices.
- Define, interpret and implement security requirements and procedures for handling of Controlled Unclassified information (CUI) & CDI
- This position will be responsible for the management and supervision of personnel and aspects of their security program and the overall implementation of contractual, legal and regulatory security requirements.
- Developing and Administering an Operational Security Program, standard operating procedures for classified, or sensitive materials, documents, and equipment, and physical controls to ensure compliance with government company policies.
- Collaboration across teams within and outside of the Security organization.
Required Qualifications
Experience and/or Training:
- Active Top-Secret clearance and able to pursue Polygraph.
- Minimum of 8 years working as a Facility Security Officer (FSO/AFSO) or equivalent role.
- Completion of DCSA CDSE FSO Program Management for Possessing Facilities, ITPSO, and other applicable FSO training programs.
- Strong working knowledge of the 32CFR, ICDs, and DoD Directives required.
- Demonstrated experience with entire lifecycle of classified contracts, insider threat program, counterintelligence, personnel clearances, secure area builds, creation of standard operation procedures, and visitor management.
- Experience in Industrial Security and/or Government Contracts.
- Managerial experience with physical security guard force.
- Demonstrated experience as liaison with law enforcement, USG, and DoD.
- Familiar with government security program management, including: Electronic Questionnaires for Investigations Processing (e-Qip), Defense Information Security System (DISS), National Background Investigation Service (NBIS), Secure Web Fingerprint Transmission (SWFT), and National Industrial Security System (NISS).
- Demonstrated ability to work cross-functionally and gain consensus from stakeholders on solutions to security problems.
- This position is 100% on-site. Responsibilities sometime require working evenings and weekends and in some cases with little to no advance notice.

- Strong skills in team building.
- Bachelor's Degree with a minimum of 8 years of prior related experience. Graduate Degree with a minimum of 6 years of prior related experience. In lieu of a degree, minimum of 12 years of prior related experience.
- Minimum of 3 years of management, supervisor, or other demonstrated leadership experience.
Preferred Qualifications:
- Experience running restricted security programs
- Ability to execute Security and Program Management concepts.
- Experience managing teams across program enterprise.
- Excellent communication, writing and organization skills, enabling effective communications with team members, fellow employees and government officials.
- Ability to work in a team environment with minimal oversight.
- Strong interpersonal and leadership skills with the ability to interact with internal/external customers.
Required Skills:
- Prior experience working in a role as self-starter requiring minimal supervision. Ability to plan, schedule and arrange activities to accomplish objectives.

Preferred Skills:
- Bachelor's and/or Master's degree in security management, Industrial Security Management, Homeland Security, Security Administration, Criminal Justice, Information Systems Security, Information Technology Management or similar Security focused degrees.
- Experience with SIMS, JPAS, e-Qip, NISS/DISS, ICD 705 etc.
- Proficiency and experience with Insider Threat Program
- Industrial Security Professional (ISP), Certified Protection Professional (CPP) or other relevant professional security certification
US Citizenship Required: This position requires that the applicant selected be a U.S. citizen. Must have a current active Top-Secret security clearance with the ability to obtain and maintain a Top Secret/SCI clearance. Current active Top Secret/SCI clearance with polygraph is desired.
The annual salary range for this role is $134,080-$201,120. Pay offered is based on many factors, including, but not limited to, the job-related experience, skills, education, and credentials of each candidate.
