PRIMARY FUNCTION

StraitSys is seeking a Senior IT Project Manager - Cloud to support the FBI in Quantico, Virginia. In this role, you will lead complex, enterprise-level cloud modernization, migration, application, and infrastructure initiatives of significant scope, cost, and technical complexity. You will oversee projects throughout the full lifecycle-from planning and solution transition through deployment, release, implementation, and operational handoff-ensuring cloud solutions are delivered on time, within scope and budget, and in alignment with mission, security, and technical requirements.

The Senior IT Project Manager will work closely with Government stakeholders, cloud architects, engineers, cybersecurity personnel, application development teams, vendors, and other technical resources to coordinate cloud initiatives and drive successful delivery within a secure federal environment.

ESSENTIAL FUNCTIONS

  • Facilitate the definition of project charters, scope, goals, requirements, and deliverables for cloud migration, modernization, infrastructure, platform, and application initiatives.
  • Assist the Government in developing and maintaining project plans, work assignments, schedules, milestones, dependencies, resource plans, and budgetary documentation for cloud-focused projects.
  • Manage projects throughout the cloud adoption and delivery lifecycle, including discovery, assessment, architecture and planning, migration/modernization, testing, deployment, release, and transition to operations.
  • Work closely with Government stakeholders and technical teams to understand, negotiate, document, and manage cloud project requirements and deliverables.
  • Coordinate across cloud architects, engineers, DevSecOps teams, cybersecurity personnel, application developers, infrastructure teams, vendors, and business stakeholders to ensure successful project execution.
  • Assist the Government in assessing, validating, monitoring, planning, and mitigating project risks, including risks related to cloud security, dependencies, migration, integration, performance, cost, and schedule.
  • Facilitate communication among project sponsors, customers, technical teams, security stakeholders, vendors, and Government leadership.
  • Communicate project progress, cloud migration or modernization status, milestones, risks, dependencies, issues, and decisions to customers and management.
  • Assist the Government in measuring project performance using appropriate systems, tools, metrics, and techniques.
  • Assist the Government in managing customer expectations and maintaining ongoing client satisfaction throughout cloud transformation initiatives.
  • Plan, facilitate, and champion effective Agile/Scrum and DevSecOps practices, including backlog grooming, sprint planning, stand-ups, sprint demonstrations, retrospectives, release planning, and dependency management.
  • Coordinate cloud solution releases and deployments while ensuring appropriate technical, security, testing, and operational readiness requirements are addressed.
  • Support the management of cloud project costs, resource utilization, schedules, and technical dependencies.
  • Analyze complex cloud project challenges and develop solutions involving finance, scheduling, architecture, security, technology, methodology, tools, and solution components.
  • Support continuous improvement of cloud project governance, delivery processes, documentation, and performance metrics.

KNOWLEDGE, SKILLS, & ABILITIES

  • Expertise in project management frameworks and disciplines used to successfully deliver enterprise cloud and IT modernization projects.
  • Demonstrated experience managing cloud migration, cloud modernization, cloud infrastructure, platform, or cloud-native application initiatives.
  • Strong understanding of cloud computing concepts, including IaaS, PaaS, SaaS, public/private/hybrid cloud environments, cloud migration strategies, and shared responsibility models.
  • Working knowledge of major cloud platforms such as AWS, Microsoft Azure, or other enterprise cloud environments.
  • Understanding of cloud architecture, infrastructure, networking, identity and access management, security, data migration, application modernization, and systems integration concepts.
  • Demonstrated knowledge of project management governance, Agile/Scrum practices, and DevSecOps principles within cloud delivery environments.
  • Knowledge of developing, migrating, and managing highly scalable, resilient, and secure cloud-based systems.
  • Understanding of cloud security and compliance considerations within federal environments.
  • Ability to effectively coordinate technical teams responsible for cloud architecture, engineering, cybersecurity, application development, testing, and operations.
  • Ability to identify and manage cloud project dependencies, risks, resource requirements, schedules, and costs.
  • Ability to prepare effective executive-level and decision-making presentations and explain complex cloud and technical concepts in language understandable to technical and non-technical audiences.
  • Commitment to exceptional customer collaboration and engagement.
  • Proven success managing multiple priorities and driving projects and tasks through completion.
  • Prior success working within an Information Technology Service Management (ITSM) environment.
  • Ability to establish and maintain collaborative working relationships across Government, contractor, and vendor teams.
  • Ability to communicate clearly and concisely, orally and in writing, with users, leadership, and technical personnel.
  • Willingness to serve as team lead for contractor staff assigned to the Task Order.

QUALIFICATIONS

  • Must be a U.S. Citizen.
  • Active Top Secret Clearance; may be required to obtain SCI access.
  • Bachelor's degree from an accredited college or university with major coursework in business, computer science, project management, information technology, engineering, or a related field. Significant related experience may be considered in lieu of a bachelor's degree.
  • Advanced degree in a business or technical field preferred.
  • Ten plus (10+) years of experience in traditional project management disciplines and governance, Agile/Scrum-based practices, and DevSecOps, with demonstrated progression of increased scope and complexity.
  • Ten plus (10+) years of full-time professional project management experience, including hands-on experience managing large, enterprise-wide IT projects, software/application development, infrastructure, and web technologies, with at least three (3) years of supervisory and/or management experience.
  • Five plus (5+) years of experience managing cloud migration, cloud modernization, cloud infrastructure, cloud application development, or other cloud transformation projects.
  • Five plus (5+) years of experience managing software/application development projects.
  • Demonstrated experience managing projects involving AWS, Microsoft Azure, or comparable enterprise cloud platforms.
  • Experience working with cloud architects, engineers, cybersecurity teams, DevSecOps teams, and application development teams.
  • Experience supporting cloud initiatives within Federal Government or other highly regulated and secure environments preferred.
  • FAC P/PM or PMP certification preferred.
  • AWS, Microsoft Azure, or other industry-recognized cloud certification preferred.
  • Industry-recognized IT service management certification preferred.
  • Experience with Atlassian Jira/Confluence and TFS/Azure DevOps a plus.
  • Ability to successfully pass a pre-employment drug test.
