The Program Manager, Ethics & Compliance owns and leads the day-to-day delivery of SkyWater's Antitrust Compliance Program. Reporting to the Director, Ethics & Compliance, this role has operational accountability for the development, implementation, oversight, and continuous improvement of the company's antitrust compliance program. This role partners closely with Legal and business partners to ensure compliance with antitrust laws, regulatory obligations, and internal policies. The Program Manager exercises independent judgment across key areas and serves employees across SkyWater's Minnesota, Texas, and Florida operations. The Manager partners closely with the Director to ensure the program is well-designed, effectively implemented, and operates in accordance with the Federal Sentencing Guidelines and the DOJ's Evaluation of Corporate Compliance Programs (ECCP).



Responsibilities:


Antitrust Program Management



  • Develop and maintain antitrust policies, procedures, and guidance documents. Collaborate with cross functional partners to drive execution, implementation and adherence to such policies.
  • Establish and manage governance structures, including any necessary steering committees and working groups.
  • Coordinate implementation and monitoring of antitrust compliance requirements across business functions.
  • Implement a mature compliance program that meets Compliance Framework expectations and has all elements of an effective compliance program.
  • Develop and maintain antitrust compliance dashboards, key performance indicators and any required reporting.
  • Lead compliance activities. Create a depository of obligations and inventory control framework to track activities.
  • Administer information firewall requirements, including tracking non-disclosure agreements and roster status, and supporting personnel change notices.


Training & Communications



  • Design and deliver antitrust training to employees.
  • Develop awareness campaigns and communications for ongoing education to employees.


Risk Assessment & Monitoring



  • Conduct periodic antitrust compliance risk assessments to evaluate risks.
  • Develop monitoring and testing activities to assess compliance effectiveness across the organization.
  • Analyze trends and recommend enhancements to controls and compliance processes based on risk assessments, monitoring and/or testing activities.
  • Serve as a primary point of contact for internal or external audits related to antitrust obligations.


Remediation & Continuous Improvement



  • Track remediations activities and corrective action plans for any program findings.
  • Lead mitigation of such findings with necessary cross functional partners and drive escalations as necessary.


Investigations & Incident Management



  • Support investigations involved in potential antitrust concerns.
  • Coordinate with Legal, HR, and compliance teams as appropriate.
  • Ensure timely escalations of compliance issues and share with the Antitrust Compliance Officer (ACO).
  • Partner with the Director of Compliance and Ethics to ensure antitrust program has awareness for and trust in SkyWater's Speak Up Program through targeted communications, manager enablement, and employee engagement initiatives across all company locations to ensure non-retaliation principles and help establish psychological safety so that employees feel confident raising concerns.


Culture & Cross-Functional Partnership



  • Serve as the primary on-the-ground compliance point of contact for employees across SkyWater's Bloomington, Florida, and Austin sites; take responsibility for the employee-facing program presence and foster trust and confidence in antitrust compliance program.
  • Build effective partnerships with HR, Legal, Operations, Finance, Security, and other functions to embed ethical practices into business processes and decision-making.



Required Qualifications:



  • Bachelor's degree required; degree in business, law, criminal justice, organizational management, or a related field preferred.
  • 5-7 years of progressively responsible experience in ethics and compliance, internal investigations, HR/employee relations, legal, or a related field, including demonstrated experience managing or owning defined program areas or functions.
  • Demonstrated experience independently managing workplace investigations from intake through closure, including scoping, interviewing, analysis, documentation of findings, and corrective action follow-up.
  • Strong program management skills with the ability to own multiple concurrent workstreams-including open investigations, training initiatives, and policy projects-while maintaining quality, consistency, and timeliness.
  • Excellent written and verbal communication skills, with the ability to communicate clearly and tactfully with employees at all levels of the organization.
  • Proven ability to handle sensitive and confidential matters with discretion, sound judgment, and professional integrity.
  • Collaborative working style with the ability to build trust and credibility across functions and at company sites.
  • Demonstrated ability to operate with a high degree of independence, manage program functions with accountability for outcomes, and adapt effectively in a dynamic and growing environment.
  • US Citizenship Required: This position will require the holding of, or ability to obtain, a US government security clearance.



Preferred Qualifications:



  • Certified Compliance and Ethics Professional (CCEP) designation or similar professional certification, or active pursuit thereof.
  • Experience in a public company, government contractor, or regulated industry environment.
  • Familiarity with the DOJ's Evaluation of Corporate Compliance Programs (ECCP) and/or Federal Sentencing Guidelines for Organizations.
  • Experience supporting compliance program functions in a post-merger or multi-site integration context.
  • Experience with GRC (governance, risk, and compliance) tools, case management systems, or compliance training platforms.
  • Juris Doctor degree or paralegal certification.

The annual salary range for this role is $112,640 - $168,960. Pay offered is based on many factors including, but not limited to, the job-related experience, skills, education, and credentials of each candidate.
