THE POSITION

As a Program Analyst 2 with the Office of Unemployment Compensation Tax Services (OUCTS), you will help strengthen a system that serves workers across Pennsylvania. This role supports improvements to the Unemployment Compensation Management System (UCMS) to make it faster, clearer, and more reliable. DESCRIPTION OF WORK

This position supports the operation and improvement of the Unemployment Compensation Management System through analysis, testing, and documentation. It ensures that the system follows policy, provides accurate results, and meets the needs of staff and users. As a Program Analyst 2, you will perform the following duties:

  • System Analysis: Review UCMS functions to determine accuracy, reliability, and compliance
  • Issue Resolution: Investigate problems, research solutions, and document fixes or updates
  • Testing Support: Evaluate system changes to confirm that new features and bug fixes work as intended
  • Document Updates: Create and revise task documents, correspondence specifications, and process guides
  • User Collaboration: Shadow staff to identify training needs and opportunities for system improvements
  • Data Review: Assess business rules, reports, and account activities to support program decisions

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Schedule may vary based on operational needs.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Program Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of analytical experience, one of which includes professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
  • An equivalent combination of experience and training

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment.
