Department:Utility Services Department Organizational Unit:County Water and Wastewater Position Type:Permanent Full Time/Part Time:Full Time Open Until Filled. $2,730.61 to $3,003.67 bi-weekly. Actual salary negotiable based on experience and qualifications. Government Center/Viera. Work schedule is Monday through Friday 8:00 a.m. to 5:00 p.m. Performs skilled professional work providing oversight in administering contracts and/or agreements and procurement activities for the Utility Services Department. Work includes serving as the Utility Services Department senior contract leader; assisting and advising the department on issues relating to policies and procedures within local, federal, and state regulations, including grants and other funding methods; providing oversight for the development and preparation of Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Invitations to Bid, formal Invitations to Quote, piggyback contracts, and award and execution of the resulting awards; serving as the liaison between Utility Services and vendors, contractors, other County departments, and federal, state, and municipal organizations and agencies; and providing supervision, training, evaluation, and professional development opportunities for assigned staff. REQUIREMENTS: Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, or a closely related field PLUS five (5) years of progressively responsible experience in managing contracts, including two (2) in a supervisory role. A Master's degree is preferred. Local government contract management experience is preferred. Experience with SAP Enterprise Resource Planning (ERP) software and AirTable project management and workflow tracking software is preferred. Experience with cloud-based document management systems is preferred. Certified Professional Contract Manager (CPCM), issued by the National Contract Management Association (NCMA), or another similar certification is preferred. Review of invoices, payment applications, task orders, change orders, and contract expenditures, is preferred. SPECIAL REQUIREMENTS: Must possess, or obtain prior to employment, a valid Florida Driver's license and maintain said license during the term of employment. In the event of a hurricane, major storm, natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.
