POSITION SUMMARY

Under direction, serves as a liaison with elected officials and community organizations at the local, state and federal levels representing communities in one of several designated Service Districts.

Qualifications

PRIMARY RESPONSIBILITIES

* Promotes legislative and programmatic initiatives of the Chicago Transit Authority to constituencies within the assigned Service District.

* Establishes and maintains partnerships with a broad array of community organizations and community leaders.

* Conducts routine legislative and programmatic briefings for elected officials within the Service District.

* Prepares and conducts presentations before community organizations, Authority employees and other constituencies as assigned.

* Coordinates, tracks and resolves inquiries related to the delivery of services, facilities, maintenance and any other Authority activities, initiatives, etc. as related to inquiries from their constituencies.

* Interacts with Authority senior management to communicate matters of public concern from various constituencies within the Service District.

* Maintains databases and composes correspondence from Authority management on matters of public concern.

* Interacts with legislative bodies at the local and state level.

* Prepares reports and analyses of pending legislative issues for senior management.

* Represents the Authority at public forums, community meetings and legislative hearings.

* Performs related duties as assigned.

* Effectively communicating CTA's message in dealing with elected officials.

EDUCATION/EXPERIENCE REQUIREMENTS

* Bachelor's Degree or equivalent in public administration, planning, political science or a combination of education and experience relating to this position plus (3) years of experience in community relations, governmental or public affairs or experience with a unit of government.

PHYSICAL REQUIREMENTS

* Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.

* Requires traversing through any part of the CTA system, such as along tracks, catwalks, and emergency stairs from subway or through shop work areas while adhering to safety rules.

* Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

* Thorough understanding of the Authority's services, routes, fares, facilities, policies, procedures, etc. and knowledge of other public transit modalities within the Chicago Metropolitan Area.

* Working knowledge of the geography of and the knowledge and skills necessary to identify communities and areas of constituencies within the Service District.

* Well-developed writing and oral presentation skills to conduct presentations for communities, governmental bodies, hearings, senior Authority management, etc.

* Must possess a demonstrable working knowledge of the state legislative process.

* Required to translate complex policies, programs, issues, concepts, etc. into clear, concise, understandable oral and written communications.

* Knowledge and skills to work independently and manage multiple projects simultaneously.

* Must possess a temperament suitable for establishing and maintaining effective working relations with Authority personnel, community groups, governmental bodies, etc.

WORKING CONDITIONS

* Usual office working conditions.

* Required to travel extensively throughout the service area.

* Required to work other than regularly scheduled days and hours, including evenings, weekends and holidays.

EQUIPMENT, TOOLS, AND MATERIALS UTILIZED

* Standard office equipment, including printer, fax, and copier.

* Personal computer and related software (Microsoft Office, Power Point, Excel.)

Additional Details Employees and/or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
