Bering-Alaka'ina Holdings (BAH) is looking for an experienced Senior Contracts Administrator to support our corporate operations in Orlando, Florida. In this role, you will coordinate highly complex federal contracts, craft subcontracts, and manage Independent Consultant agreements with minimal supervision. The ideal candidate possesses a deep working knowledge of federal government contracting methods, regulations, and business agreements. You will be responsible for conducting regulatory research, identifying and mitigating organizational risk, providing strategic recommendations, and managing day-to-day contracting activities. DESCRIPTION OF RESPONSIBILITIES:
- Cradle-to-Grave Administration: Provide comprehensive contract and subcontract lifecycle support for various federal contract types, including Cost Plus (CP/CPFF), Firm Fixed Price (FFP), Time & Materials (T&M), Labor Hour (LH), and IDIQ contracts, primarily within the professional services sector.
- IDIQ & Task Order Management: Administer IDIQ vehicles, efficiently managing high-volume Task Order level responses and contract actions.
- Compliance & Regulations: Maintain a strong working mastery of the USG procurement environment, commercial contracting methods, export regulations (ITAR/EAR), and FAR/DFARS compliance.
- Client Interface: Serve as the primary point of contact between the company and the customer for all contractual matters. Interface directly with Senior Leadership as required.
- Agreement Preparation: Draft, review, and execute Consulting Agreements and Subcontract Agreements, including prime contract flow downs. Ensure all documentation, workflows, and correspondence are complete and securely stored in the corporate repository.
- Lifecycle Monitoring: Oversee all contract operational health metrics, including order entry accuracy, funding tracking, scope changes, amendments, and delivery schedules.
- Modifications & Closeouts: Review, negotiate, and execute contract modifications, period-of-performance extensions, and formal contract closeout documentation.
- Strategic & Ad Hoc Support: Exercise independent judgment to support critical ad hoc activities, including contract audits, CPARS evaluations, bid protests, and internal policy/process improvement initiatives.
- Team Collaboration: Foster a collaborative environment, working effectively with cross-functional teams and diverse personalities while providing mentoring to junior-level contracts staff.
- Operational Adaptability: Executes ad hoc projects, strategic compliance initiatives, and other critical corporate duties as assigned by leadership to support evolving business objectives.
REQUIRED DEGREE/EDUCATION/CERTIFICATION: Bachelor's degree (BS/BA) in Business Administration or a related business-focused field of study. REQUIRED SKILLS AND EXPERIENCE:
- Experience: six to ten plus (6 -10+) years of progressive federal government contracting experience within the industry.
- Contracting Expertise: Advanced knowledge of FAR/DFARS guidelines and hands-on experience with FP, T&M, LH, CP, CPFF, and IDIQ contract types.
- Negotiation Skills: Proven ability to review and negotiate terms and conditions in Government prime and subcontracts to ensure fair/reasonable terms, protect the company's interests, and mitigate risk.
- Project Management: Demonstrated ability to work independently, manage competing priorities, and meet time-sensitive deadlines for internal and external customers.
- Tools: Proficient with the Microsoft Office Suite.
DESIRED SKILLS AND EXPERIENCE:
- SBA & Socioeconomic Programs: Experience supporting Native Alaskan Corporations (ANC), Tribal, or Native Hawaiian Organizations (NHO). Familiarity with SBA programs, including 8(a), HUBZones, and Mentor-Protege/Joint Ventures.
- Specialized Software: Hands-on proficiency with Deltek Costpoint and SharePoint software tools.
- Financial & Compliance Literacy: Familiarity with financial reporting, funding/burn rate analysis, labor category pricing strategies, and Service Contract Reporting (SCR) requirements.
- GWAC Vehicles: Familiarity with major vehicles such as GSA Schedules (MAS), OASIS+, STARS III, or various agency-specific multiple award vehicles.
REQUIRED CITIZENSHIP AND CLEARANCE:
- Must be a U.S. Citizen
- Ability to obtain and maintain a DoD Secret and/or Top Secret security clearance (or active clearance preferred).
