Overview

The NFAC provides the United States with the capability of performing ground-based aerodynamic and acoustic experiments at speeds from static to nearly 350 mph on large-scale and full-scale aerospace vehicles and components. This complex includes a 40- by 80-foot wind tunnel and an 80- by 120-foot wind tunnel.

AEDC's mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground test and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.

Job Summary

The Project Manager is a pivotal technical leadership role responsible for bridging project management, facility operations, and government stakeholders. Leveraging a strong engineering background, this professional provides critical support to the Capital and various project managers by overseeing labor scheduling, work execution, and overall technical program management.

A significant focus of this position involves systems engineering and strategic facility planning, forecasting both short-term (1-2 years) tactical needs and long-term (2-6 years) capability roadmaps. The successful candidate will act as a proactive, cross-functional liaison tasked with identifying process shortcomings and designing innovative solutions to continuously improve work planning and resource allocation. By ensuring the seamless communication of facility requirements and maintaining strict compliance with engineering standards, this role drives continuous improvement and operational success across the organization.



Responsibilities

Job Duties:

    Assists the Capital Project Manager and Technical Project Manager in technical program management, providing crucial support in the scheduling of labor and work execution.
  • Acts as a key liaison between government stakeholders and project management to strategically plan and forecast facility needs and requirements for both the short term (1-2 years) and long term (2-6 years).
  • Facilitates systems engineering and project management activities facing the facility teams to ensure smooth scheduling, resource management, and comprehensive road mapping.
  • Identifies shortcomings with current project processes, scheduling, and planning efforts.
  • Designs, implements, and supports new processes and techniques to continuously improve work planning, resource allocation, and overall project execution.
  • Facilitates the collection of project requirements, objectives, and facility team expectations, clearly communicating this information across government, project, and operational teams to align immediate and future goals.
  • Assists in controlling project work accomplishments vs. scope of services, assessing progress vs. schedule, and resolving conflicts or elevating them to the management level necessary for resolution.
  • Ensures compliance with appropriate codes, standards, and regulations (including those for environmental work).
  • Supports common work processes and procedures within assigned functions across the contract.
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required.

Basic Qualifications:

  • Master's degree in a relevant engineering discipline
  • Grade 08 (H08): A minimum of 3 years of relevant technical experience.
  • Grade 09 (H09): A minimum of 6 years of relevant technical experience.
  • Must be able to obtain and maintain a security clearance and access to the AEDC local area network.
  • Current U. S. Citizenship required.

Preferred Qualifications

  • in technical program management, labor and work scheduling, and systems engineering support
  • knowledge and ability to apply design and engineering concepts to provide effective solutions and planning.
  • Demonstrate Microsoft Project proficiency.
  • Excellent communication skills.
  • Active secret clearance.
  • EIT certificate or active pursuit of a Professional Engineer (PE) license.
  • Multidisciplinary experience maintaining facility mechanical (hydraulic and pneumatic power, compressors, pumps, etc.), electrical (motors, generators), and control systems (PLC, instrumentation) is highly desirable.
