PLACEMENT: Professional, Grade S08
HIRING RANGE: $56,148 - $63,167 annually

POSITION SUMMARY
Prepares progress and financial reports for workforce grant programs. Works with departments to process sponsorships and expenses related to grants. Responsible for but not limited to: carrying out client support services, intake and assessment of students' needs, student data management and reporting, advising, registration, and training of grant funded individuals and outreach, recruitment and marketing for Grundy Workforce Services' programs. Serve as liaison to other specialists within department to promote visibility of the program. Ensure ongoing referrals and effective utilization of services to meet program and contract enrollment and outcome goals. Represent the college and its programs and services at on- and off-campus recruitment activities.

ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES
1.Interview grant program applicants and determine eligibility for assistance according to grant rules and regulations. Maintain confidentiality of records.
2. Assess participants and determine appropriate training, retraining, and employment needs; design individualized training and employment plans; monitor adherence to plans through a case management orientation.
3.Promote the vocational assessments and testing services to various population groups through a variety of assessment instruments and techniques.
4.Maintain the grant records of workforce programs including: creating and recording journal entries, review of daily computer-generated reports, account/department analysis and/or reconciliations.
5.Monitor and maintain ongoing account of grant revenues and expenditures, including fund requests, for adequate documentation and compliance with workforce grant agreement/regulations.
6.Assist with the processing of financial operations; work with related departments for reconciliation.
7.Process purchase requisitions, work orders, expense payments, and budget adjustments/ transfers as required. Maintain all related records and support documentation.
8.Incorporate technology into the delivery of services; adhere to all management information system and record keeping requirements; maintain files and verify documentation.
9.Coordinate marketing, recruitment, and outreach initiatives; develop promotional materials and advertising strategies; facilitate rapid response.
10.Maintain job postings and related employment services for both employers and job seekers; assist in the delivery of job readiness services. Maintain the JJC Workforce Development website for Grundy County.
11.Coordinate workshops and business services to promote career readiness and transition to employment.
12.Coordinate front office activities, maintain flow of work, and assist in resolving problems; review activities of upcoming week (s), prioritize assignments, and request assistance as needed.
13.Assist with program monitors and with external auditors. Provide requested schedules, pull requested documentation, provide timely correspondence and assist in drafting management responses to any audit findings.
14.Maintain a high degree of discretion with confidential information.
15.Perform other related duties as assigned.

MINIMUM QUALIFICATIONS
1.Associate's Degree; or in lieu of Associate's Degree, must have three years of professional business-related or case management experience
2.Strong organizational and project management skills with the ability to coordinate activities simultaneously.
3.Detail-oriented, creative, self-motivated and flexible individual with ability to work effectively with people, handle multiple tasks and responsibilities simultaneously and produce high quality work.
4.Effective oral, written and interpersonal skills.
5.Customer focused and learner centered.
6.Strong personal computer and technology skills and knowledge of Microsoft Office suite.
7.Evening and/or weekend work commensurate with demand. Local travel required.
8.Ability to establish and maintain cooperative and effective working relationships with other members of the college and community, displaying cultural competence as well as emotional intelligence.

10.Evening and/or weekend work commensurate with demand. Local travel required.

PREFERRED QUALIFICATION
1.Bachelor's degree in business, counseling, human resource development or related field.
2.Familiarity with the Workforce Innovation and Opportunity Act and budget operations in an educational and/or grant setting.
3.Knowledge of workforce preparation strategies and vocational and basic skills assessment; knowledge of special population needs and resources, vocational and academic advising, development and delivery of workforce related activities.
4.Experience with case management systems.
5.Prior experience working within with grant programs.
6. Prior experience in an educational environment.
7.English and Spanish verbal and written communication proficiency.
8.Demonstrated multicultural competence.

PHYSICAL DEMANDS
1.Normal office physical demands.
2.Ability to travel between campus locations and to and from community events.

WORKING CONDITIONS
1. Duties are performed indoors in the usual office and/or outdoor environment.
