The client operates a mission-critical Oracle E-Business Suite (EBS) federal financial management system that supports financial accounting, loan servicing, disbursement, reporting, audit, compliance, and external reporting in a federal credit-reform environment. The Oracle Loans SME leads functional support for the Loans and Insurance-to-Collection business processes and serves as the program's authority on the Oracle Loans module, Federal Credit Reform Act (FCRA) accounting, and related budgetary and proprietary accounting. This role translates Office of the Chief Financial Officer (OCFO) loan and credit-reform requirements directly into Oracle configuration, resolves loan-related incidents and change requests, validates configuration changes, and provides independent quality assurance for loan releases. The position is central to maintaining clean audit opinions and protecting continuity of a highly visible financial system.
Key Responsibilities
- Lead functional support for the Loans and Insurance-to-Collection business processes within the Oracle federal financial system.
- Provide subject matter expertise on the Oracle Loans module, Federal Budgetary and Proprietary Accounting, financial reporting, and FCRA accounting.
- Elicit and document requirements from OCFO loan and credit-reform users; author functional design documentation (e.g., MD50s) and supporting analysis.
- Triage and resolve loan-related Tier 1 incidents and change requests, addressing root causes rather than recurring symptoms.
- Validate loan configuration changes and support quality assurance and user acceptance testing (UAT) for loan releases.
- Lead requirements elicitation, impact analysis, and design walkthroughs before work items enter a sprint, ensuring traceability to approved functional intent.
- Provide independent QA sign-off on releases from outside the development thread, confirming peer review, regression evidence, and rollback readiness.
- Support subledger-to-general ledger (SL-to-GL) reconciliation, loan booking, claims handling, and reconciliation controls for data flowing from loan origination and servicing systems.
- Apply OMB Circular A-123 internal control standards and support FISCAM and FISMA audit responses and documentation.
- Support continuous improvement, automation opportunities, and modernization planning, including potential Oracle Cloud transformation.
- Coordinate with developers, DBAs, and other functional SMEs on cross-module and interface-spanning changes.
Qualifications
- 7 years of senior-level experience in financial systems, with deep functional expertise in Oracle Federal Financials.
- Hands-on configuration and support of the Oracle Loans module - origination, servicing, loan guarantee, and insurance - in a federal credit-reform environment.
- Strong knowledge of FCRA accounting, federal budgetary and proprietary accounting, and Treasury/credit-reform reporting.
- Experience authoring functional design documentation (MD50s), Subledger Accounting (SLA) rules, and configuration for federal financial processes.
- Working knowledge of OMB Circular A-123 Appendix A, the U.S. Standard General Ledger (USSGL), and federal Chart of Accounts structures.
- Demonstrated experience supporting year-end close, FSG/financial reporting, reconciliations, and audit responses.
- Experience with the full release lifecycle: requirements, impact analysis, integration testing, UAT, and quarterly Oracle CPU patch testing.
- Excellent communication skills, including the ability to explain complex technical concepts to non-technical OCFO and leadership audiences.
- U.S. citizenship and ability to obtain and maintain a Public Trust clearance.
- CPA and/or PMP certification.
- Direct Oracle Loans experience at a federal credit-reform agency (e.g., EXIM, DFC/OPIC, or SBA loan programs).
- Oracle R12 upgrade testing leadership and experience across GL, AP, AR, PO, FA, Fed Admin, Cash Management, and Projects.
- Familiarity with Treasury integrations (e.g., ASAP), GTAS, the DATA Act, OMB MAX, and the Foreign Credit Reporting System (FCRS).
- Experience with Oracle Cloud (Fusion) ERP and federal cloud modernization initiatives.
