Under the general direction of the Core Lab Manager, the incumbent will supervise Clinical Laboratory Scientists, Clinical Laboratory Scientist Specialists, and Hospital Laboratory Technicians in the Core Lab; collaborate and coordinate with various divisions of the Clinical Laboratory and with all related services at ZSFG, affiliated hospitals, health centers, clinics, and outreach clients. Assure optimal safety and efficiency of all functions supervised. Ensure compliance with regulatory agencies. This position performs all routine and special chemistry tests and is responsible for the proper operation of instruments, including maintenance, troubleshooting, quality control analysis, and laboratory information system (LIS) functions.

Involves testing on clinical specimens for information about the health of a patient, for the diagnosis, treatment, and prevention of disease. Disciplines include chemistry, blood banking, hematology, microbiology, immunology, cytology, histology, pathology and cytogenetics. May include highly technical sub- specialty areas such as enzyme assay, steroid assay, radioimmunoassay, toxicology, electrophoresis, rheumatology, tissue typing, and virology.

  1. ADMINISTRATIVE RESPONSIBILITIES

Under the direction of the Core Lab Manager (Chemistry/ Hematology/ Toxicology):

  1. The supervisor manages and selects personnel within their specified department/s.
  2. Maintain schedules and staffing levels according to operational needs.
  3. Enforce all policies and regulations.
  4. Responsible for managing and monitoring employee performance and competencies.
  5. Manage resources, supplies, and budget compliance.
  6. Responsible for quality assurance, performance improvement, and development of innovations for the section.
  7. Exercises sound judgment on procedural, administrative, operational, and technical issues.

STANDARDS

Personnel Oversight/Management

  1. Direct supervision of Clinical Lab Scientists and Hospital Lab Technicians. The supervisor may be assigned to supervise all Core Lab staff in the absence of the Core Lab Manager and/or Supervisor (s) in other areas of the core laboratory.
  2. Participates in the hiring and selection of personnel.
  3. Maintain standards of performance and assess employees' competencies in the department.
  4. Responsible for performance management of employees, including, but not limited to, maintaining employees' competencies and administrative requirements; performing annual performance evaluations; developing employees' skill sets; monitoring employees' performance, behavior, and attendance; providing high-quality feedback to employees; and taking appropriate disciplinary actions when necessary.
  5. Ensures that training, competencies, performance evaluation, and any requested documentation are completed on time. Responsible for ensuring that all documents are complete and stored appropriately.
  6. Understands, follows, and implements administrative policies, union bargaining contracts, and state labor laws.
  7. Responsible for the timely approval of employees' timecards/payroll.
  8. Promote and exemplify a transparent, diverse, ethical, just, and positive workplace culture.
  9. Actively promote and encourage employees to participate in financial stewardship.
  10. Consistently demonstrate critical thinking skills in managing issues or in making decisions with minimal guidance from the manager.

Staffing

  1. Responsible for evaluating staffing needs and providing coverage for a 24 hour/7-day operation, including holidays.

  1. TECHNICAL RESPONSIBILITIES

Technical responsibilities:

  1. Competently performs all routine and special testing in the assigned department/s including quality control, preventive maintenance, and equipment troubleshooting as the need arises.
  2. Actively maintain technical knowledge, competencies, and skills in instrumentation/technologies and test methodologies.
  3. Provide technical assistance with instrument or vendor problems.
  4. Properly communicate and coordinate with vendors on maintenance, instrument troubleshooting or supply issues.
  5. Manage inventory control within the department.
  6. Drive department projects successfully to completion within set deadlines
  7. Assist, guide, and direct specialists as needed.
  8. Work effectively with specialists and the staff to achieve department goals.
  9. Has full knowledge of the specialists' responsibilities, processes, and projects that are directly related to the department.
  10. Assist in training and/or teaching employees, CLS students/trainees, residents, and medical students, as needed.
  11. Demonstrate independence and utility of critical thinking skills in decision- making as well as in resolving issues.
  12. Primary responsible for responding to state and/or regulatory inspectors during department inspections.

Communication and Regulations

  1. Ensure compliance with state and federal regulations, UCSF, and ZSFG Clinical Laboratory policies and procedures.
  2. Attend routine staff meetings and participate in other Lab/Hospital meetings as needed or as a stand-in for the Core Lab Manager.
  3. Perform staff huddles routinely, preferably daily.
  4. Promptly and clearly communicate directives to employees verbally and/or through e-mails.
  5. Create and/or revise section policies, procedures, and manuals, as needed.
  6. Prepare reports and data analysis for the Core Lab Manager as requested.
  7. Maintain open, effective, and positive communication with employees, providers, colleagues, faculty, students/trainees, and patients.
  8. Represent the laboratory to the appropriate ZSFG, Clinic, and Health Center personnel regarding the department's service.
  9. Promote and provide excellent customer service.

Quality Assurance and Performance Improvement Responsibilities

  1. Has full knowledge and understanding of all compliance requirements set by local, state, and federal regulatory bodies.
  2. Perform quality management activities, which may include, but are not limited to, completion of monthly QA reports; monitoring and analysis of quality control results and L-J plots; ensuring all required maintenance are properly performed and documented; timely monitoring and completion of employee competency requirements; assessment of proficiency test results; actively investigates and ensures proper documentation of corrective action and resolution involving failures and errors in proficiency testing, patient testing, inspections, instrumentation, method validations and processes.
  3. Ensure compliance with regulatory agencies (State of California Laboratory Field Services, CMS - CLIA) and standards established by accrediting organizations. The supervisor is expected to address all non-compliance issues immediately, thoroughly, and appropriately.
  4. Initiate and/or actively participate in performance improvement projects, and other projects assigned by the Core Lab Manager or as dictated by operational and regulatory needs.
  5. Assure that appropriate safety measures are implemented and followed by the employees.
  6. Ensure that all QA documentation is completed on time, organized, and stored appropriately.
  7. Remain current with new methodologies, regulations, and advancements in the diagnostic/clinical laboratory industry.
  8. Ensure appropriate follow-through of questions, problems, or errors.
  9. Assist the Core Lab manager with implementing process and policy changes, as needed.

Understand the LIS and HIS functions for the Laboratory.
