Civil Service title- Civil Engineer 2

Under the direction of the Executive Director of Design-Build & Emergency Contracts, the WIM Program Manager is responsible for the management and administration of the expanded direct enforcement of weight limits using WIM System within the Design-Build and Emergency Contracts Unit.

Specific duties and responsibilities:

Develops the plan for roll out of WIM systems across the additional sites approved by the legislation for direct enforcement in 2025
Determines the types of contracts necessary to support the expanded WIM program and develops the related procurement documents with support from technical experts within the Department
Monitors and evaluates the performance of private consultants and contractors procured for the WIM program;
Ensure resolution of conflicts with contractors arising from field conditions. Participates in negotiations with contractors to resolve scheduling conflicts and delays caused by unanticipated conditions to establish additional compensation, when warranted.
Manages the process of post-negotiation requests for changes and extra work orders including final contract payments, cost deductions, and time extensions;
Manages contract performance and the timely processing of payments to ensure compliance with DOT policy;
Conducts personal inspection of field conditions and personally checks on the progress of projects as the need arises;
Assures that all work undertaken is in accordance with Agency, City, State, and Federal guidelines and requirements;
Performs additional significant administrative and engineering functions as determined by the Executive Director of Design-Build and Emergency Contracts.

Preferred skills
Skill in communicating verbally and dealing effectively with city agencies, contractors, consultants, utilities, and individuals representing these agencies or organizations;
Ability to write clear and effective reports, letters, memos, and correspondence;
Familiarity and experience working with WIM systems ;
Skill in analyzing data, prepare reports, and develop recommendations;
Ability to supervise a staff of engineers and vendors in the planning, organizing, coordination during both construction and operations;

Minimum Qualifications

(1) Four (4) years of full-time, satisfactory experience in civil engineering work; and
(2) A valid New York State Professional Engineer's License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.

A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in "1" above.
Special Note:
In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
