Job Summary
-
The Bonds Team Lead plays a key role in the land development process in Loudoun County. This position serves as the team lead of the Bonds Management Team that processes hundreds of performance and grading bonds in a year and maintains on average $900,000,000 in bonds at any given time. Bonds play a vital role in the land development process. Bonds link together key development review divisions and safeguard important infrastructure during project construction. This position ensures that the bonds process is administered efficiently and accurately. Additionally, the Bonds Team Lead ensures that each performance and grading bond meets regulatory minimum standards. They begin the record-keeping process and are the primary point-of-contact for the development community for incoming performance and grading bonds. The Bonds Team Lead also plays a critical customer service role in relation to bonds.
The Bonds Team Lead is responsible for assigning all grading and performance bond reviews to bonds team members, planners and planning technicians; Compiles all Bond Committee draft agenda and schedules/coordinates Bond Committee meeting twice a month; Finalizes all Bond Committee minutes in conjunction with the County Attorney's Office and updates all records related to Bond Committee; Responsible for generating key performance metrics and presenting to Bond Committee; Drafts and sends Failure to Cure and Default notices as part of the Bond Call process as directed by Bond Committee; Oversees bond work assigned to planning technicians and planners; processes performance and grading bonds and determine their conformance with County regulations; Processes bond extensions agreements, bond reductions, releases, substitutions, and riders; Assists in the coordination of sending extension letters for all bonds; Conducts the final closeout of all bonds; Provides technical expertise and advises on issues regarding performance agreement submissions; Acts as the liaison to various County Departments regarding the bonding process including but not limited to the Infrastructure Compliance Team and Erosion and Sediment Control Team; and Acts as a subject matter expert for any external question related to bonding.
The Bonds Team Lead is a supervisory position that directly supervises the Bond Technicians and is responsible for all supervisory duties for those positions while also fostering the professional development of the Bonds Technicians.
The successful candidate must have superior customer service skills, and the ability to navigate an intricate environment for citizens, as well as for internal staff. The selected candidate should have an aptitude to perform a multitude of administrative and bonds processing tasks. The chosen candidate must have strong and effective written and verbal communication skills and intermediate skills in using computers, and Microsoft Office. Strong organizational skills, the ability to be a reliable team member and team leader and the ability to work independently are musts for this position. The selected candidate must possess strong capabilities in cross-functional collaboration within a multi-team environment. They must be able to teach, coach, and supervise bonds technicians in their roles as well. In addition, strong customer service skills such as de-escalation, active listening and empathy are preferred. We will be looking for a person who can solve problems creatively, establish and maintain critical relationships with external and internal stakeholders. Knowledge and experience of bonds management is a plus.

Minimum Qualifications

Bachelor's degree in a field related to the assigned program or department (Master's degree may be required depending on specifically assigned departments/programs); four (4) years related work experience including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience.
