Senior Permitting Specialist

Location(s): Houston, TX, Long Beach, CA, Monrovia, CA, Charleston, WV, Reading, PA.

Worley Consulting is seeking a highly experienced Senior Permitting Specialist to join our Environment & Society (E&S) team in the United States. This role will play a critical part in delivering permitting, regulatory, and environmental solutions to energy sector clients across upstream, midstream, downstream, and emerging energy transition markets.

The successful candidate will provide technical leadership, regulatory expertise, and client advisory support, with a strong focus on environmental permitting and compliance. In addition, this role will contribute to business growth and client development, supporting strategic initiatives aligned with the energy transition, including biofuels, hydrogen, carbon management, and renewable power.

This is a high-impact opportunity to influence project outcomes, strengthen client partnerships, and support the continued growth of Worley Consulting's E&S service line across the US.

This is a full-time, hybrid position based at a Worley U.S. office, working a hybrid schedule. Preference is given to candidates located in Houston, TX; however, we are also open to qualified candidates based near other Worley U.S. offices (including Long Beach/Monrovia, CA; Charleston, WV; Reading, PA).

Key Responsibilities

  • Provide expert permitting, regulatory, and environmental advisory services to energy sector clients, supporting project development, approvals, and compliance activities
  • Lead and support air quality and environmental permitting deliverables, including stormwater management and SPCC planning
  • Support and lead permitting efforts under NEPA, CEQA, and other applicable regulatory frameworks
  • Collaborate with multidisciplinary Worley teams to deliver integrated engineering, environmental, and operational solutions across LNG, pipelines, refining, and chemical projects
  • Serve as a client-facing lead and trusted advisor, building strong relationships with clients, regulators, and key stakeholders
  • Support and drive business development activities, including opportunity identification, proposal development, scope definition, and cost estimation
  • Act as a regional focal point for E&S projects and opportunities, particularly within the Gulf Coast and Southern U.S. markets
  • Ensure delivery of projects and work packages on time and within budget, maintaining high standards of technical quality and compliance
  • Contribute to strategic growth initiatives, supporting expansion of permitting and regulatory capabilities aligned with energy transition priorities
  • Mentor and support junior team members, helping to strengthen technical capability and team performance

Qualifications / Key Skills

  • Bachelor's degree in Engineering, Environmental Science, Environmental Planning, or a related discipline; advanced degree preferred
  • Typically 7+ years of progressive experience in environmental consulting, energy, engineering, or regulatory agencies
  • In-depth knowledge of NEPA, CEQA, and U.S. environmental permitting frameworks, including air and/or water permitting requirements
  • Strong experience delivering permitting and compliance for energy infrastructure projects (upstream, midstream, downstream, chemicals)
  • Demonstrated expertise in air quality permitting; emissions modeling and regulatory strategy experience is preferred
  • Experience supporting environmental engineering applications, including stormwater management and SPCC planning
  • Familiarity with energy transition projects (e.g., hydrogen, carbon capture, renewable energy, biofuels) is advantageous
  • Deep understanding of U.S. federal, state, and local regulatory environments, particularly across Texas, Louisiana, California, and Gulf Coast regions
  • Working knowledge of regulatory agencies, including USEPA, FERC, USACE, and state/local authorities
  • Proven ability to manage projects and deliver work packages within scope, schedule, and budget
  • Strong client engagement and regulatory interface experience, including direct interaction with agencies and stakeholders
  • Demonstrated success supporting business development, including proposal preparation, budgeting, and client development
  • Excellent technical writing and documentation skills, producing high-quality permitting and regulatory deliverables
  • Strong communication and collaboration skills within multidisciplinary teams
  • Demonstrated commitment to health, safety, and environmental (HSE) leadership
  • Must hold or be eligible to obtain a relevant professional designation or certification in the U.S. within the applicable practice area

Information for California Applicants:

  • Salary Range $120,629 - $200,621; based upon experience
  • Benefits: eligible for PTO, 401k, medical, vision, dental, etc.
