Modern Technology Solutions Incorporated (MTSI), is seeking a dynamic and results-driven Senior Financial Analyst to support
OSW Research and Engineering (OSW R&E), Mission Capabilities (MC), Mission Engineering & Integration Activity (MEIA), with experience in fiscal program planning, financial management oversight, and budget analysis in support of large-scale defense programs. The ideal candidate will demonstrate deep expertise in applying advanced financial modeling and data analytics to drive mission-critical decisions, ensure responsible stewardship of resources, and enhance program effectiveness.
Work locations are in the Alexandria/DC metropolitan area.
Key responsibilities are to:
- Lead planning, programming, budgeting, and execution (PPBE) activities across complex defense portfolios.
- Develop, analyze, and manage multi-year funding strategies, cost projections, and program execution plans.
- Provide oversight of active, expired, and canceling year funds; conduct reconciliations; and monitor execution to ensure compliance with fiscal policy and federal appropriations law.
- Prepare high-quality executive briefings, decision papers, Congressional correspondence, and budget justification materials (e.g., R-Docs, P-Docs, Congressional Budget Justification Reports).
- Support acquisition planning by preparing funding documents in systems such as DAI and assembling complete acquisition packages.
- Conduct program, financial, and technical analyses to inform strategic planning and facilitate stakeholder decision-making.
- Collaborate with cross-functional teams, senior leadership, and external stakeholders-often across multiple components-to resolve complex financial issues.
- Evaluate proposals, support contracting activities, and ensure alignment with FAR, appropriation law, and agency-specific policies.
- Drive operational efficiency through process improvements, SOP development, and workflow optimization.
- Create and maintain tools, reports, and dashboards using Power BI and the Microsoft Office Suite.
Qualifications:
- 10 years of experience planning, Programming, Budget, & Execution (PPBE) Expertise
- Experience with POM Cycle Activities and Briefing Preparation
- Familiarity with Congressional Interactions and Staffer Briefings
- Comprehensive knowledge of Appropriation & Fiscal Law
- Hands-on experience with Acquisition of Services processes
- Advanced proficiency in Forecasting & Cost Projections
- Expertise in Financial & Program Analysis
- Competence in Technical Proposal Evaluation
- Capability in Strategic Planning for long-term organizational goals
- Robust skills in Cost Baseline Management for monitoring and control
- Experience with Multi-Project Management to align priorities
- Proven ability in Operational Streamlining & Efficiency initiatives
- Excellence in Records Management for compliance and organization
- Advanced proficiency in Power BI and Microsoft Office Suite
Desired Experience:
- Provide comprehensive management and oversight for defense program budgets exceeding hundreds of millions of dollars, ensuring accurate resource allocation and financial stewardship.
- Synthesize complex financial data into actionable insights and recommendations, supporting strategic decision-making and operational alignment.
- Develop and maintain strong relationships with cross-functional stakeholders, fostering collaboration and ensuring clear communication with senior leaders and decision-makers.
- Identify, propose, and implement process improvements to enhance organizational operations, achieve cost savings, and streamline workflows.
- Leverage extensive experience supporting organizations such as the Office of the Secretary of Defense (OSD), Air Force, DARPA, DoD Components, or other national security entities to achieve mission-critical objectives.
Education Requirements:
- Bachelor's degree in a relevant field is required (e.g., Business, Finance, Accounting, Engineering, or related discipline).
- Master's degree is strongly preferred.
Security Clearance Requirements:
- Active TS/SCI
- U.S. Citizenship is required for this position.
