Summary

The MIL Corporation seeks a Procurement Specialist (Procurement, Senior Analyst) to support a Federal Government client at our Charleston, SC location. As a member of the Systems Development and Maintenance (SDM) team, the Procurement Specialist is responsible for the sourcing and lifecycle management of software, tools, platforms, and services that support the client organization's initiatives. This role ensures the organization is equipped with the resources needed to build, secure, and deliver software efficiently - while adhering to compliance requirements and optimizing cost.

This position currently requires an on-site schedule. Schedule is subject to change based on company/contract requirements.

This position is currently unfunded and is being posted in anticipation of a future contract award and funding approval. We are proactively identifying and engaging with qualified candidates. While candidates may be contacted for pre-screening, any hiring decisions will be contingent upon funding availability and final program requirements or client approval.

Responsibilities

  • Facilitate procurement actions by preparing and issuing RFPs/RFQs, coordinating vendor quotes and cost comparisons, drafting justifications and acquisition documents, and managing reviews and approvals.
  • Assist in the development and maintenance of purchasing strategies, processes, and procedures for software tools, platforms (e.g., AWS, Azure, Jira), and related services, ensuring alignment with organizational goals and requirements.
  • Track and manage software licenses and renewals, executing strategies to optimize costs.
  • Oversee the purchasing process - from requests and quotes to contract renewals -including obtaining manager approvals, negotiating agreements, and assessing vendors.
  • Research and evaluate products and suppliers, focusing on cost efficiency, licensing models, service levels, and compliance with security and operational standards.
  • Collaborate with cross-functional teams to gather requirements, evaluate tools, and support integration into existing environments.
  • Ensure compliance with applicable federal regulations, organizational policies, and security standards.
  • Stay informed on industry trends to recommend products or services that could benefit the organization.

Required Qualifications

  • 5+ years of procurement/asset management experience, ideally within IT, DevSecOps, or federal contracting.
  • Advanced skills in Microsoft Excel and reporting tools such as Power BI.
  • Strong analytical and problem-solving skills to evaluate technical requirements, assess vendor solutions, and identify risks.
  • Excellent written and verbal communication skills; ability to present complex information clearly and collaborate across diverse teams, including technical and procurement stakeholders.
  • Proven ability to manage multiple priorities, projects, and deadlines in a fast-paced, mission-driven environment.
  • Highly detail-oriented with strong organizational skills.

Desired Qualifications

  • Familiarity with major cloud platforms (e.g., AWS, Azure) and their compliance and security features.
  • Working knowledge of federal procurement regulations and acquisition practices (e.g., FAR, DFARS, GSA Schedules).
  • PMP certification.

Education

Bachelor's degree in Supply Chain Management, Business Administration, Finance, Economics, Engineering or a related field.

Ability to obtain Top Secret clearance

For this position, the projected compensation range is $100,519.90 - $107,221.22 per year. This estimate represents the typical salary range and is just one part of MIL's complete compensation package.
