Responsibilities

The Strategic Small Business Sourcer is a high-impact, front-end supply chain builder responsible for aggressively developing and positioning a national network of high-performing small business partners that directly increases M.C. Dean's probability of winning and executing complex federal projects.

This role is not transactional procurement-it is a proactive, outward-facing "hunter" role focused on building a competitive advantage through supplier intelligence, speed, and depth. The Sourcer identifies, qualifies, and develops small businesses aligned to M.C. Dean's core project types (mission critical facilities, data centers, energy infrastructure, secure federal environments, and complex electrical/mechanical systems).

Sitting within the Purchasing Service Center, this role operates in tight coordination with the Federal Small Business Planner but is clearly differentiated: the Planner owns strategy, compliance, and proposal integration, while the Sourcer owns market development, pipeline creation, and supplier readiness.

Strategic Sourcing & Market Development

  • Act as the primary "hunter" for small business partners-proactively building a differentiated supplier network before opportunities are released
  • Translate M.C. Dean business unit scopes (data centers, energy, electrical infrastructure, secure facilities) into targeted supplier demand signals
  • Develop and execute sourcing strategies by trade, capability, and geography to create measurable competitive advantage
  • Build a deep bench of small business partners across all socio-economic categories (SB, SDB, WOSB, HUBZone, SDVOSB)

Partner Identification & Qualification

  • Source small businesses across multiple trades and technical disciplines (construction, engineering, electrical, technology, etc.)
  • Lead qualification efforts including capability assessments, past performance validation, financial viability, and compliance readiness
  • Maintain structured vendor profiles with capabilities, certifications, and geographic coverage

Geographic & Program Alignment

  • Identify and develop small business partners in key regions aligned with target programs and contract sites
  • Ensure geographic coverage supports both proposal needs and execution requirements
  • Anticipate regional capacity constraints and proactively fill gaps

Collaboration with Proposal & Small Business Planning

  • Work directly with the Federal Small Business Planner to rapidly align sourced partners to active pursuits
  • Deliver pre-qualified, high-confidence partners that can immediately plug into proposal efforts
  • Shape teaming strategies by introducing capable partners early in capture-not reacting to late-stage gaps

Procurement Integration

  • Coordinate with Purchasing to ensure sourced partners can be effectively onboarded and utilized
  • Support supplier onboarding processes and compliance requirements
  • Align sourcing efforts with procurement standards and vendor management practices

Continuous Improvement & Intelligence

  • Track supplier performance feedback and refine sourcing strategies
  • Maintain awareness of industry trends, certifications, and regulatory changes impacting small businesses
  • Contribute to continuous improvement of sourcing processes and tools

Qualifications

Required Qualifications

  • Bachelor's degree in Business, Supply Chain, Engineering, or related field
  • Five (5) or more years of proposal coordinator (or related) experience, or ten (10) years' experience with a high school diploma / GED
  • Strong understanding of federal small business categories and programs
  • Experience interpreting Statements of Work (SOW) and translating into supplier requirements
  • Demonstrated ability to identify, qualify, and develop supplier networks
  • Strong analytical skills with proficiency in Microsoft Excel (data tracking, analysis, reporting)
  • Excellent communication and relationship-building skills
  • Ability to travel up to 15% for supplier visits, industry events, and site alignment

Required Skills

  • Experience supporting federal contractors or working within regulated environments (FAR/DFARS familiarity)
  • Background in construction, engineering, or mission-critical infrastructure
  • Existing network of small business partners across multiple U.S. regions
  • Experience with supplier databases or CRM tools

  • Works closely with: Federal Small Business Planner and Proposal/Capture Teams
  • Functions as a key link between market intelligence, procurement, and proposal strategy

Success Metrics

  • Depth, quality, and readiness of the small business supplier pipeline (not just quantity)
  • Coverage of critical scopes tied to M.C. Dean's core markets (data centers, energy, secure infrastructure)
  • Speed of sourcing and qualification aligned to capture timelines
  • Direct contribution to proposal win strategy through differentiated partner availability

Work Environment

  • Fast-paced, growth-oriented environment supporting federal contracting operations
  • High collaboration across Business Units, Proposal Teams, and Procurement
  • Travel up to 15% to supplier locations, industry events, and contract regions

Location

  • Full-time, on-site at headquarters in Tysons Corner, VA (adjacent to Greensboro Metro)
