Position Summary

EBI Consulting is seeking a Project Manager to join our HUD Architecture, Engineering, and Cost Review (AEC) team, which delivers HUD Plan Reviews and Cost Analyses for multifamily and healthcare projects, including substantial rehabilitation, new construction, adaptive reuse, and historic preservation. This role requires a strong understanding of building performance, construction, and/or design, with an emphasis on multifamily and/or healthcare. The Project Manager will lead and coordinate cross-functional AEC teams to successfully execute multiple projects simultaneously, overseeing report development throughout the full project lifecycle. This individual will work closely with lenders, developers, and external architects and engineers to establish schedules, define deliverables, and resolve project challenges to ensure successful outcomes.

This position reports directly to the Senior Director and can be either remote or based out of our Richmond, VA office depending on the geographic location of the successful candidate. As such, candidates need to be able to thrive in the appropriate work environment to be considered.

Essential Duties and Responsibilities



  • Act as "point of contact" for project coordination through final reporting.
  • Coordinate the efforts of AEC team members (e.g., Cost Estimators and Plan Reviewers) in the completion of the project.
  • Effectively facilitate and manage all project-critical issues, including, but not limited to, deadlines, project communications, project meetings, client revisions, deliverables, status reports, and quality control.
  • Create and monitor internal/external timelines for deliverables.
  • Assist in the investigation and reporting of subject site findings for inclusion in reviews and reports.
  • Assembly and review of reserve for replacement, funding schedules, and HUD's CNA e-Tool.
  • Coordinate/attend project conference calls and meetings, as necessary
  • Coordinate, participate and/or conduct site visits, as necessary.
  • Review and maintain project submittal checklists with clients to ensure all necessary elements are incorporated into the report.



Qualifications and Capabilities



  • Bachelor's degree in architecture, engineering, or construction management preferred
  • Minimum of 3 years previous experience in construction administration, construction management, architecture, engineering, or similar.
  • Experience as a needs assessor working with HUD processing requirements is desirable
  • Ability to read and interpret construction documents and specifications.
  • Building construction experience and building codes knowledge
  • Understand plan development, construction administration, or project management (when working, as or with, a design professional).
  • Have and maintain a working knowledge of the HUD MAP Guide.
  • Ability to independently establish priorities and coordinate and complete competing assignments within established timeframes.
  • Ability to adapt to changes in work environment, work assignments, and/or changes in priorities.
  • Computer skills with experience in word processing, spreadsheet applications and preparing Adobe pdf documents.

The reasonable estimate of the salary range for this position is $90,000 - $115,000. The salary range describes the minimum to maximum base salary range for this position across applicable US locations. This position may also be eligible for a bonus whereby total compensation may exceed base salary depending on individual performance. The actual compensation offered will be based on a range of factors that are considered in making compensation decisions including, but not limited to; geographic location, work experience, education, licensure requirements, knowledge, skills/level, qualifications and budget.
