Seneca Technologies is seeking a DevOps Manager to work remotely in the National Capital Region. The DevOps Manager serves as a critical key personnel position for the Grants.gov IT Services Contract, responsible for ensuring the continuous operation, reliability, and security of the federal grants management platform. Grants.gov processes over 240,000 grant application submissions annually and supports millions of searches by federal agencies, grant applicants, and the public. This position requires an experienced technical leader who can maintain the platform's demanding 99.9% system availability target while managing the full DevOps lifecycle across multiple AWS environments.

Key Responsibilities

DevOps Leadership and Cloud Operations



  • Lead all DevOps practices across AWS environments including development, test, staging, training, and production
  • Oversee system operations encompassing server administration, database administration, and comprehensive system monitoring
  • Manage and optimize infrastructure to support platform capacity requirements, including millions of grant opportunity searches and over 240,000 annual submissions
  • Coordinate maintenance activities during approved windows (midnight to 6:00 AM Eastern Time)


CI/CD Pipeline Management



  • Manage and continuously improve CI/CD pipelines supporting approximately four major release cycles per year
  • Coordinate approximately 12 change requests per release cycle, ensuring proper testing, staging, and deployment procedures
  • Implement and maintain configuration management practices aligned with federal standards


Disaster Recovery and Business Continuity



  • Develop, maintain, and test disaster recovery plans meeting stringent federal requirements
  • Ensure Recovery Time Objective (RTO) of 48 hours and Recovery Point Objective (RPO) of 24 hours as specified in contract requirements
  • Lead incident response activities and coordinate resolution of system issues


Security and Compliance



  • Maintain compliance with FISMA and FedRAMP security requirements
  • Oversee vulnerability management and remediation activities
  • Support security assessments and Authority to Operate (ATO) processes


Required Qualifications



  • Bachelor's degree in a related field
  • 10+ years of relevant experience
  • Ability to complete a Tier 1 background investigation
  • Demonstrated experience managing AWS cloud infrastructure in federal environments
  • Proficiency with Java/JEE applications on Apache Tomcat
  • Experience with Oracle Database administration and Linux system administration
  • Knowledge of JavaScript, Express, NodeJS, and MongoDB
  • Familiarity with monitoring and operational tools including Solarwinds, Pagerduty, and Tableau
  • Experience with Atlassian Jira and Confluence for project tracking and documentation
  • Strong background in SDLC methodologies and Agile practices
  • Understanding of FISMA/FedRAMP compliance requirements
  • Experience with configuration management and change control processes
  • Proven ability to lead technical teams in high-availability environments
  • Experience coordinating with multiple stakeholders in federal contracting contexts
  • Strong problem-solving skills and ability to respond effectively to system incidents
