Job Overview

The Workforce Strategy Manager plays a pivotal role in designing and implementing enterprise workforce strategies that ensure the organization has the right talent, skills, and capabilities to meet both current and future business goals. This position integrates workforce planning, development, organizational capability initiatives, and external partnerships into a cohesive, business-aligned talent strategy. By leveraging people analytics, leading annual planning, and championing impactful presentations, marketing, and communication efforts, the manager drives a resilient and innovative talent ecosystem. Duties & Responsibilities

Strategic Workforce Planning & Capability Architecture



  • Translate enterprise strategy and market conditions into future-focused workforce and capability requirements, including skills, roles, and capacity.
  • Support strategic workforce planning (SWP) by assessing workforce supply, demand, gaps, risks, and timing across planning horizons.
  • Partner with Talent, Learning, and Leadership Development teams to design capability-based workforce solutions.


Workforce Development & Talent Supply Ecosystem



  • Lead enterprise workforce development strategy to strengthen talent pipelines and workforce ecosystems.
    Identify, secure, and manage external funding and grants to accelerate priority skill development.
  • Integrate workforce development initiatives with internal talent and capability strategies.


Strategic Initiatives & Transformation Enablement



  • Lead cross-functional workforce and organizational capability initiatives supporting business transformation and operating model change.
  • Define value cases, outcomes, milestones, and success measures for workforce initiatives.
  • Provide governance and prioritization across workforce investments to ensure focus and ROI.


Analytics, Insights & Scenario Planning



  • Leverage workforce, skills, and labor market analytics to inform strategy, scenario planning, and investment decisions.
  • Translate analytics into executive-ready insights that enable leadership decision-making.


Annual Planning, Executive Communications & Governance



  • Lead annual and multi-year workforce planning cycles aligned to enterprise planning and budget timelines.
  • Develop workforce roadmaps and operating plans connecting business strategy, talent supply, capability needs, and cost considerations.
  • Create executive-ready presentations, dashboards, and briefing materials for senior HR, Finance, and business leaders.
  • Develop strategic communications that articulate workforce priorities, trade-offs, progress, and outcomes.
  • Support governance forums with decision-ready materials, scenarios, and workforce implications.


Financial Stewardship & Workforce Economics



  • Ensure workforce strategies align with enterprise OPEX discipline and sustainable workforce economics.
  • Balance capability requirements with affordability, productivity, and scalability expectations.

Minimum Qualifications

  • Bachelor's degree (4 years)
  • Knowledge acquired through work experience 1 up to 3 years

Preferred Qualifications

Experience in workforce strategy, strategic workforce planning, organizational capability, ore related HR disciplines preferred.
