The American Red Cross International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while strengthening the global Red Cross Red Crescent Network to deliver critical assistance to vulnerable communities worldwide.

The American Red Cross seeks a Cash and Voucher Assistance (CVA) Technical Advisor to provide technical and program management support to the International Services Department's (ISD) Response and Recovery (R&R) team. This role will support response and recovery operations in Jamaica, Cuba, the Dominican Republic, and the Bahamas, with a particular focus on strengthening CVA delivery through improved systems, processes, and operational readiness.

In addition to providing technical CVA support, this position will play a central role in translating operational learnings-particularly from Hurricane Melissa and other major CVA responses-into actionable improvements across systems, tools, and workflows. The role will drive priority projects aimed at improving the timeliness, quality, and scalability of CVA delivery in line with American Red Cross and Movement-wide objectives.

The CVA Technical Advisor will work closely with the Response Management Team (RMT), International Federation of Red Cross/Red Crescent (IFRC), International Committee of the Red Cross (ICRC), National Societies, and other stakeholders to advance timely, accountable, and increasingly efficient CVA programming.

This position is remote, includes up to 50% travel, and reports to the R&R team's CVA and Anticipation Manager. It is a full-time position for a minimum of 180 days, with the possibility of extension based on funding.

Responsibilities:

  • * Lead the design and management of priority projects aimed at improving CVA systems, processes, and operational delivery, based on lessons learned from Hurricane Melissa and other key CVA operations. This includes defining scope, deliverables, timelines, and success metrics, and ensuring implementation across relevant stakeholders.
  • Establish a strong working relationship with key CVA stakeholders across the Red Cross and Red Crescent Movement (RCRCM) network who are assisting the implementation of CVA in Jamaica and other Hurricane Melissa impacted countries.
  • Articulate the design and implementation details of the various CVA components (transfer value, community engagement and accountability, information management, monitoring, etc.) of the operation at country and regional level, following consultations with key stakeholders.
  • Critically evaluate the implementation of CVA components (in relation to scalability, timeliness, and accountability), and assess potential challenges or threats to successful implementation.
  • Provide technical expertise to problem-solve challenges, and as needed advocate for the necessary resources (within AmCross or the RCRCM network) to support the successful implementation of CVA activities.
  • Serve as the American Red Cross' technical SME for CVA for the operation and advise on AmCross investments in support of the operation and in accordance with American Red Cross objectives and industry standards.
  • As requested, deliver implementation support to RCRCM colleagues supporting the CVA activities of the operation, with a focus on supporting the utilization of IFRC tools and self-enrollment methods
  • Use available information to prepare and present reports, presentations, and other information products to key technical and non-technical stakeholders in leadership positions.
  • Identify opportunities to ensure CEA and PGI approaches are being leveraged to support the successful delivery of CVA activities in the operation.
  • Additional duties as assigned in support of American Red Cross global CVA strategy.

Qualifications:

EDUCATION:

  • [Required] Bachelor's degree in humanitarian action, international studies, business management, public administration, or relevant field of study.
  • [Preferred] Masters in humanitarian action, international studies, business management, public administration, or relevant field preferred.

EXPERIENCE:

  • [Required] 4-7 years of relevant working experience in disaster response and/or the design, implementation, and monitoring of humanitarian assistance programs.
  • [Required] Demonstrated experience managing complex, multi-stakeholder projects or programs, including planning, execution, and delivery of results
  • [Required] Strong operational experience in CVA and/or humanitarian assistance, including understanding of delivery systems and constraints
  • [Preferred] Red Cross experience preferred especially experience in working with a National Society or working within the International Federation of the Red Cross and Red Crescent Societies.

SKILLS AND ABILITIES:

  • [Required] Fluency in spoken and written English and Spanish
  • [Required] Excellent verbal and written skills, and effective interpersonal skills.
  • [Required] Must display flexibility, adaptability, initiative, results oriented behavior.
  • [Required] Strong project management skills and proven track record of keeping projects on time, scope, and budget.
  • [Required] Excellent analytical skills, including the ability to synthesize, process and prioritize large amounts of information quickly.
  • [Required] Excellent computer skills with MS Office software, including Word, Excel, PowerPoint, and Outlook.
  • [Preferred] Working proficiency in spoken and written French or Arabic
  • [Preferred] Understanding and appreciation of Information Management (IM) and the role it plays in supporting quality and accountable humanitarian assistance.
  • [Preferred] Comfort engaging with a variety of communication and project management platforms (e.g., Zoom, Click Up, Slack, Trello, MSTeams, among others).

Travel:

  • Up to 50% travel may be required.

PAY INFORMATION: The annual salary range for this position is $90,000 - $100,000. We do not offer an annual bonus for this role. Note that American Red Cross salaries are aligned to the specific geographic location in which the work is primarily performed. Other factors that may be used to determine your actual salary may include your specific skills, how many years of experience you have and comparison to other employees already in this role. **We will review specific salary information at the time of phone screening based upon your location & experience.**
