The Program Manager provides operational support for the Hospital Value Analysis Program, including the Value Analysis team responsible for Project and Pricing Management. They identify process improvement and cost savings opportunities to improve product, service, process standardization, and utilization. They will review and assess applicable financial, clinical, operational, and evidence-based literature to support in the selection, evaluation, monitoring, analysis and implementation of cost-effective products, services and processes. They will also develop strong positive relationships with physicians and clinicians, gaining their participation in system initiatives. This process requires the establishment of a streamlined method for standardizing and monitoring product/services selections, utilization and management while continuously improving processes that maintain or improve the quality of care.

Duties & Responsibilities:
  • Lead and manage the system-wide value analysis program, serving as the subject-matter expert for clinical products, services, equipment, and technology within Supply Chain.
  • Develop evidence-based value analysis strategies that align with organizational goals, support cost containment, and ensure effective product and service utilization.
  • Oversee project timelines and savings outcomes, monitoring Value Analysis Committee and Project Manager performance, and reporting initiative status to ensure annual savings targets are met.
  • Direct product and service evaluations, including introduction, analysis, education, conversions, issue resolution, and outcome tracking.
  • Act as liaison between administration, clinical staff, and departments to drive cost-effective, standardized use of products, services, and processes.
  • Supervise Value Analysis Project Managers, ensuring coordinated execution of product, service, and process-related initiatives across the system.
  • Ensure proper implementation of GPO and UI Health contracts, verifying accurate contract data, compliance, and performance to achieve savings, rebates, and market share commitments.
  • Manage vendor and supplier performance, supporting continuous improvement, innovation, issue escalation, and customer satisfaction.
  • Identify opportunities for standardization and process improvement using clinical expertise and data-driven analysis.
  • Develop and enforce standardized product and service utilization protocols in partnership with department leaders.
  • Guide departments in implementing cost-management initiatives, including program development, data analysis, implementation, monitoring, and follow-up.
  • Monitor compliance and measure outcomes for implemented changes, reporting cost reductions and value analysis results across the organization.
  • Use benchmarking, purchasing data, and technology assessments to drive product, service, and process cost-savings initiatives and operational improvements.
  • Maintain comprehensive value analysis records, including project outcomes, cost savings, utilization trends, and areas prone to overuse.
  • Oversee cost evaluations in clinical pathways and DRG categories, validating analyses conducted by Project Managers.
  • Prepare recommendations to improve operational efficiency, enhance patient care quality, and reduce expenditures.
  • Lead evaluation processes for product and service alternatives, ensuring unbiased trials and evidence-based decisions.
  • Conduct financial analyses (cost-benefit, cost-effectiveness, cost-minimization, cost-efficiency) to guide procurement and utilization decisions.
  • Monitor resource consumption trends to identify improvement opportunities.
  • Cultivate a high-performing team environment, promoting productivity, collaboration, and service excellence among direct reports.
  • Develop and maintain education programs on value analysis principles, product evaluation, cost analysis, and utilization practices.
  • Participate in system committees, representing administration on initiatives related to resource management, operational improvement, and product evaluation.
  • Support and uphold the organization's mission, vision, values, and strategic objectives.


Minimum Qualifications Required:

1. Any one or any combination that equals three (3) years (36 months) from the categories below:

A. credit for progressively more advanced college course work that would lead to a major in business administration or a closely related field
  • 60 semester hours equals 1 year (12 months)
  • 90 semester hours equals 2 years (24 months)
  • 120 semester hours or a Bachelor Degree equals 3 years (36 months)

B. work experience and/or on-the-job training in one or more of the areas to be managed that provided a knowledge of generally accepted principles, theories, and practices used in one of the fields listed in "a" that included or was supplemented with 12 hours in accounting, business administration, and/or finance

2. Two (2) years (24 months) of responsible experience related to the management of one or more of the operational areas to be managed, in addition to the training/experience required in #1 above

Preferred Qualifications:
  • Master's degree in Supply Chain, Nursing, or related healthcare field
  • Certified Materials and Resource Professional (CMRP) from the American Hospital Association (AHA)
  • Certification in Six Sigma
