Position Summary
The Benefits Analyst 3 manages complex retirement and pension cases, ensuring compliance with policies, procedures, and regulatory requirements in Disability. This role requires strong analytical skills, judgment, and the ability to resolve non-standard issues with minimal guidance. The BA3 provides subject matter expertise, supports process improvements, and serves as a resource and mentor to analysts. Please note this is a hybrid position based in Oakland, California.

Key Responsibilities

  • 20% As the subject matter expert, reviews, validates, and processes complex member applications and documents for completeness, accuracy, and compliance.

  • 20% Processes applications related to retirement, survivor/beneficiary, insurance, and disability benefits.

  • 15% Resolves escalated or non-standard issues, applying policies and exercising judgment with minimal supervision.

  • 15% Ensures data integrity across retirement systems, performing advanced analysis to identify and correct discrepancies.

  • 15% Provides in-depth counseling to members on retirement and pension inquiries, explaining complex benefits information clearly.

  • 15% Collaborates with cross-functional teams to improve processes, implement solutions, and share best practices.

Experience
Required Qualifications

Minimum 5 years experience in Benefits, Pension Plans, or other relevant roles

Skills and Abilities
Required Qualifications

  • Advanced expertise in retirement and pension benefits administration, including defined benefit plans and complex eligibility rules.

  • Strong ability to interpret and apply policies, procedures, and regulatory requirements (e.g., ERISA, IRS, UC policies).

  • Highly skilled in analyzing complex data and trends to support decision-making and improve program effectiveness.

  • Excellent communication and counseling skills, with the ability to convey complex benefits information clearly to diverse audiences.

  • Strong skills in payroll, calculations, Excel, compliance, and audit.

  • Proven ability to independently manage multiple priorities and resolve escalated issues in a fast-paced, service-oriented environment.

  • Ability to mentor, train, and support colleagues, fostering knowledge sharing and team development.

  • Demonstrated capacity to influence process improvements and contribute to organizational excellence.

Preferred Qualifications

  • Knowledge of UCRP plan rules and regulations.

  • Close interactions with Policy, UCPath, campuses, and Benefit Accounting.

  • Direct experience administering or analyzing disability benefit programs (e.g., Long-Term Disability), including managing complex cases such as denials and appeals

  • Experience working with external insurance vendors and interpreting medical or eligibility determinations, and aligning those with internal policy and program requirements

  • Experience conducting eligibility determinations and drafting or supporting formal determination and denial communications

  • Familiarity with how disability benefits intersect with retirement and survivor benefits, including specialized populations (e.g., dependent or disabled beneficiaries

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
