THE POSITION

The Public School Employees' Retirement System is looking for a Business Analyst 2 to join the Business Architecture Center (BAC) team. This position is assigned to the Process Support Unit within the System Support Section and is responsible for facilitating process improvements and coordinating system testing, providing training related to new or changed system functionality, and providing business user support. DESCRIPTION OF WORK

As a Business Analyst 2 with the PSERS BAC team, you will serve as a liaison between business users for multiple bureaus of the agency. You will need to understand, interpret, and apply retirement code, rules and regulations, membership and benefit eligibility, and benefit calculations; apply knowledge of all technical functions for the agency for data verification/cleansing, benefit calculations, refund of contributions and interest, and purchase of service; communicate with staff to study and analyze workflows to uncover inefficiencies; prepare reports on findings; recommend process that could possibly be automated through the development of applications; participate in the design of new business processes and system enhancements; participate in the system specification approval process; coordinate testing efforts and report issues found via a System Change Request (SCR); identify training needs based on interactions with business users; and assist in documentation of all changes to systems and procedures as needed for implementation and training.

A candidate who will be successful in this role will be able to communicate effectively both verbally and in writing, will enjoy investigating processes and procedures to determine areas of improvement, and will be able to work both independently and in team structed assignments.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday through Friday, with a 30-minute lunch. Work hours are negotiable and will be discussed during the the interview.
  • Telework: You may have the opportunity to work from home (telework) part-time. This position will be required to report to the office 1 day per month, and any additional days depending on operational needs. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Business Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year as an Information Technology Trainee (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of business process analysis experience; or
  • One year of business process analysis experience and a bachelor's degree; or
  • An equivalent combination of experience and training.
