TheSenior Program Manageris responsible foroverall program leadership, governance, and contractual performance for delivery of an enterprise system capability supporting theCommonwealth of Australia. This role providesseniorlevel oversight of program execution, ensuring compliance with contractual obligations whilemaintainingtechnical integrity, financial performance, and customer satisfaction.

The Senior Program Manager leads a geographically distributed team integratingU.S.-basedreach backresources with Australia-based operational and engineering personnel. The role is accountable for successful program delivery across engineering, maintenance, supply chain, cybersecurity, and training functions while ensuring compliance with regulatory, export control, and contractual requirements.

The position serves as the primary interface with senior customer stakeholders and corporate leadership, ensuring transparent communication, proactive risk management, and successful delivery of mission-critical capabilities.

ESSENTIALDUTIES AND RESPONSIBILITIES:

  • Program Leadership and Execution: Lead all aspects of program execution to ensure delivery of technical, schedule, and cost objectives in accordance with contractual commitments and organizational policies. Maintain oversight of program governance, lifecycle management, and operational performance across all functional areas.
  • Customer Engagement: Serve as the primary point of contact with government stakeholders and customer representatives. Build and maintain trusted relationships through clear communication, proactive issue resolution, and consistent engagement to ensure mission success.
  • Cross-Functional Team Leadership: Lead and coordinate multidisciplinary teams across engineering, logistics, cybersecurity, procurement, finance, contracts, quality, test, and installation functions. Ensure alignment across all internal and external stakeholders to achieve program objectives.
  • Requirements, Compliance, and Regulatory Management: Oversee requirements management, traceability, and verification activities to ensure alignment with contractual obligations and technical baselines. Ensure linkage between system requirements, CDRLs, testing activities, and configuration management processes while maintaining compliance with applicable export control and international regulatory requirements, including oversight of international technical data transfers in coordination with corporate export control authorities.
  • Financial Management: Maintain full accountability for program financial performance including Estimate to Complete (ETC), Estimate at Completion (EAC), cash flow, and earned value metrics. Monitor CPI and SPI indicators, identify deviations, and implement corrective actions to ensure program financial health.
  • Risk and Opportunity Management: Identify, assess, and manage program risks and issues. Develop mitigation strategies and ensure timely escalation of critical concerns. Drive continuous improvement and identify opportunities for program growth, efficiency, and capability expansion.
  • Contract and Change Management: Manage contractual compliance and support development of change orders, contract modifications, and equitable adjustments in coordination with contracts, legal, and finance teams. Identify potential entitlements and manage contract deviations affecting cost or schedule.
  • Proposal and Business Development Support: Support business development and capture activities including development of proposals, technical approaches, cost estimates, and statements of work for follow-on opportunities within the region.
  • Mentorship and Organizational Leadership: Mentor and develop program management personnel while contributing to a high-performance program management culture. Collaborate with senior leadership to support strategic organizational objectives.
  • Travel and Operational Coordination: The position may require flexible working hours to support coordination with international customers and operational teams. Periodic OCONUS travel may be required to support program activities and customer engagements.

Required Qualifications

  • Active U.S. Top Secret security clearance
  • Bachelor's degree in Engineering, Business, Program Management, or a related field
  • Minimum 10+ years of program or project management experience, preferably supporting defense or government programs
  • Demonstrated experience managing complex, multi-disciplinary programs across the full program lifecycle
  • Strong financial management skills including experience with Earned Value Management (EVM) principles
  • Proven ability to lead geographically distributed teams and coordinate cross-functional organizations
  • Experience managing subcontractors and supplier relationships
  • Excellent communication, negotiation, and stakeholder management skills

Preferred Qualifications

  • PMP (Project Management Professional) certification
  • Experience managing Australian Defence or allied international programs
  • Familiarity with requirements management and scheduling tools such as MS Project or Primavera
  • Experience supporting international defense customers and export-controlled programs
  • Strong background in risk management, configuration management, and program governance processes

Cubic Pay Range:

$167,000.00 - $204,000.00 + benefits.

The Cubic pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
