**This position is currently restricted to current City of Minneapolis Employees within the 311 Service Center**
The 311 Service Center Analyst will provide varied and complex management and operational analysis in support of departmental initiatives; oversee, administer, and prepare a variety of projects, grants, and contracts; conduct procedural, organizational, and budgetary studies; and recommend improvements to management practices and operations.
Work Location: This position may be eligible for flexible work arrangements, including a hybrid schedule with some days working remotely and some days working in the office.

- Develop and/or analyze proposals for new department programs or changes in organizational structure, evaluate existing programs and make recommendations regarding program implementation.
- Develop objectives and performance measures for departments to enable them to track performance.
- Analyze performance data and interpret data trends.
- Conduct surveys and feasibility studies and write reports on findings with recommendations
- Develop proposals, coordinate the application process, monitor implementation, analyze program data and complete all reporting requirements.
- Develop contracts, requisitions, and related procurement documents.
- Work with department administration in planning and development of strategic plans.
- Assist in coordinating and monitoring assigned programs, including purchasing card, record management, asset management, training, monitoring, and evaluation.
- Assist with budget preparation, administration, and monitoring for various cost centers.
- Design training programs and train personnel on department operating systems
- Function as departmental representative on various committees and task forces.
- Assist with the design, development, implementation, and continual enhancement of computerized information systems.
- Function as departmental representative on various committees and task forces.
- Serve as a resource and support to managers for items requiring legislative approvals and serve as the legislative drafter in LIMS.
- Work with City Communications staff to share program information and outcomes, including updates to the City website, newsletters, and updates to Mayor and City Council offices.

MINIMUM EDUCATION Bachelor's Degree in Public Administration, Business Administration, Computer Science or related field MINIMUM EXPERIENCE Three years performing duties closely related to those listed above.
EQUIVALENCY
An equivalent combination of education and highly related experience in a similar environment may be considered.

- Knowledge of the principles, practices and techniques of administrative analysis, including method analysis, operations research techniques and statistical analysis.
