Our Shared Services team, which includes People Operations, Finance, IT and Security, and Contracts, provides internal services and support across Ad Hoc. Shared Services works to improve efficiency, reduce costs, and enhance the overall quality of services provided to the company's various teams and business units. By streamlining and standardizing support, Shared Services allows teams and business units to focus on their core business functions and achieve greater effectiveness internally and with the agencies they support.

Primary Responsibilities:

As Leader of Talent Acquisition, you will be responsible for supporting the development and execution of the Talent Acquisition team. This role is a people manager, leader and mentor that effectively manages team operations in support of organizational success, and supports leadership in effectively managing recruiting and staffing operations.

This role will serve as a subject matter expert that is able to successfully lead through direct reports and effectively communicate and execute against organizational objectives. In this role, the Leader of Talent Acquisition will actively partner with leadership peers to achieve business objectives, and is developing a strategic mindset to influence organizational growth. The role must exhibit strong communication skills, with the ability to coordinate among varying teams and departments to support the development and implementation of standard processes and procedures.

Primary expectations include:



  • Develop and execute a comprehensive talent acquisition strategy aligned to Ad Hoc's growth objectives.
  • Serve as a strategic advisor to Executive Leadership and Business Unit leaders on workforce planning, hiring forecasts, and market conditions.
  • Lead executive recruiting strategy for Director, Senior Director, VP, and other senior-level roles across technology, delivery, and shared services.
  • Build scalable recruiting infrastructure, systems, and processes to support organizational growth.
  • Lead hiring strategy for complex, high-impact technology roles across Engineering, Product, Design, Research , Data, and Security.
  • Personally partner on critical executive and senior leadership searches.
  • Drive talent strategies for federal government contracts, including proposal and capture staffing, re-competes, and workforce transition planning.
  • Develop proactive pipelines aligned to anticipated contract awards.
  • Ensure compliance with federal contracting labor categories and staffing models.
  • Own and optimize ATS, recruiting tools, and reporting infrastructure.
  • Define and track KPIs (time-to-fill, quality of hire, executive search metrics, internal mobility, pipeline health).
  • Lead change management initiatives using data-driven insights.
  • Lead, mentor, and develop a high-performing recruiting team.
  • Manage annual recruiting budget, agency relationships, and sourcing investments.



Basic Qualifications:




  • Bachelor's degree or equivalent experience.
  • 10+ years of progressive experience in Talent Acquisition within the technology industry.
  • 5+ years leading Talent Acquisition teams.
  • Extensive experience hiring within government contracting environments.
  • Demonstrated success recruiting Director-level and above leadership roles.
  • Deep experience sourcing and recruiting senior technologists (Engineering, Product, Design, Delivery).
  • Strong expertise in federal staffing plans, labor categories, and workforce management.
  • Experience supporting proposal staffing, capturing efforts, and recompetes.
  • Experience building or scaling TA functions in high-growth environments.
  • Experience implementing or optimizing ATS and HR systems.
  • Experience leading recruiting in organizations transitioning from small or mid-sized or large government contractor.

Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
