Title: Public Health Training Consultant $29.38 - $44.96 / Posted Thru: 2-27-26 Location: Remote/Virtual - Travel Required Within the State of Michigan Must Reside in the State of Michigan Purpose: The position serves as a professional consultant to state and local public health officials and other population health care providers in the review, analysis, and development of programs and training services related to public health HIV/STI care and prevention for the Michigan Department of Health and Human Services (MDHHS) Bureau of HIV and STI Programs (BHSP). This position provides support and professional development opportunities for internal and external stakeholders and facilitates the provision of resource development supporting the Ryan White Program, HIV Prevention Program, and other sexual health programs provided through BHSP. Development and training activities are guided by best practices, current data/research, and adult learning theory. Duties and Responsibilities: Duty 1 (50% time): Plans, designs, implements, monitors and evaluates health programs in conjunction with public and private health agencies and personnel for education and training pertaining to HIV and other STIs. * Designs and implements health education and training programs for public and private health agencies and personnel to improve population health. * Identify, build and maintain relationships with community members and organizations to improve and advocate for community health and resilience needs. * Examines the feasibility and implications of policies, programs and training services pertaining to HIV and other STIs. * Utilize bureau program guidance to develop case management training curriculum according to Ryan White Program standards of care. * Utilize bureau program guidance to develop HIV prevention education training curriculum. * Develop other sexual health program curriculum as needed. * Facilitates collaborations, fosters communications and consults with clinical pharmacists to develop and facilitate medication adherence training to improve health in the HIV/STI community. * Consults with and provides technical assistance to state and local program administrators and agencies on HIV test counseling standards, prevention and care best practices, and quality data entry into state databases. * Collaborate with subject matter experts to enhance training program. * Utilize the bureau's SHOARS system for training registration. * Maintain training program integrity by ensuring training curriculum contains policy and program guidelines. * Create educational materials as needed. * Develop topic specific training as needed to support the bureau's work. * Maintain up to date knowledge of the field of HIV and other STIs to ensure clinical best practices are incorporated into training curriculum. * Provide technical assistance to HIV Case Managers, HIV test counselors, and other staff at funded agencies. Duty 2 (30% time): Applies and implements strategies for continuous quality improvement in program design and implementation. * Perform, direct, and analyze needs assessments and evaluations related to training. * Ensures that the full range of individuals and populations is addressed in policies, programs, and training services that affect the health of the HIV/STI community. * Understand adult learning theory. * Develops criteria for the evaluation of state and local health program services and conducts evaluations in cooperation with program staff - creating polls, knowledge checks, quizzes and exams to analyze training participants knowledge. * Develop post training evaluations to allow continuous quality improvement for the training program. * Report monthly on training program progress. * Observe training participants demonstrate competencies for rapid HIV testing. * Maintains records and prepares reports and correspondence related to the work. Duty 3 (15% time): Develops educational materials, newsletters, reports, and media to enhance and improve public awareness and confidence regarding health and wellness programs. * Collaborate with local and national subject matter experts to provide educational opportunities. * Coordinate meetings, documents, forms, and various other materials to plan events. * Maintain knowledge of MDHHS' communication policies. * Participate in the recruitment of bureau colleagues to assist in planning events. * Consult with and provide technical assistance to community partners regarding HIV and STI care and prevention programs. * Utilize evaluations results from events to enhance future events. Duty 4 (5% time): Other duties. * Always represent the best interests of MDHHS and MPHI. * All other duties as assigned. Qualifications/Requirements: Education: Possession of a master's degree in public health, health communication, health services administration, community development, urban planning, population and health sciences, international studies, political science, health policy or a public health related field such as nursing, epidemiology, health education, health economics, dietetics/nutrition management, genetics, or speech and audiology; a master's degree in social work; master's degree in counseling; master's degree in education or special education with specialization in blind/visual disabilities; or a master's degree in public or business administration with a health care concentration. Experience: Two years of professional experience in an equivalent position of this type or positions with experience in curriculum development. Experience working with and providing HIV/AIDS training to community organizations and/or public health. Important Skills and Characteristics:
Work Environment and Physical Requirements: Commuting 50% of the time for training which may be held in any location within the state of Michigan. There will be some travel for meetings and attending seminars as appropriate. Work at a computer desk station, which requires manual dexterity, postural support, and visual focus on a computer screen. * Routine physical activities: standing, sitting, walking, reaching, bending. * Some lifting, moving and carrying of training materials. * Driving/sitting in a car. * Valid State of Michigan Driver's License is required. * Some overnight in state or out of state travel may be required. RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibility. IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This position is situated within the Michigan Department of Health and Human Services, Bureau of HIV/STI Programs, Division of Data and Operations, Operations Section, Training Unit. The essential duties of this position include consultation, planning, coordinating, implementing, monitoring and evaluating all aspects of the statewide HIV/STI program, including training and education and oversight of contractors or consultants hired to support Section training. The Operations Section is responsible for the development and implementation of federally funded programs for the care and treatment of persons living with HIV infection. The Section is responsible for funding, planning, implementing and monitoring all publicly funded prevention and care activities related to HIV in Michigan, including providing significant consultation, guidance and training to staff of funded/contracted agencies throughout the state.
