This position pays between $78,640 to $98,300 and is based on skills, experience and education of the successful candidate.

As a Project Manager, Compliance, you'll play a pivotal role in ensuring compliance with pipeline safety regulations, serve as a technical expert on excavation and line locating issues and conduct statewide training.

Primary Duties and Responsibilities

  • Develops project plans specifying goals, strategy, staffing, scheduling, identification of risks, contingency plans and allocation of available resources; identifies and schedules project deliverables, milestones and required tasks
  • Performs statewide training, both internally and externally, in conjunction with outside entities such as New Mexico One Call and the Pipeline Safety Bureau
  • Examines new excavation and line locating technologies and consults with management to improve methods
  • Investigates third party damage situations; makes recommendation and provides technical expertise to reduce exposures and to prevent damages
  • Functions as Company NM811 contact responsible for NM811 billing/payment
  • Liaison with the Pipeline Safety Bureau
  • Presents to various community groups on excavation practices and damage prevention
  • Coordinates creation of computer-based emergency response and integrity management program training, and other DOT and Engineering & Technology initiatives as they arise, for both internal employees and external contractors
  • Establishes a formal training program, including training expectations, documentation, monitoring results, and reporting
  • Acts as an Operator Qualification (OQ) Plan project manager; ensures OQ Plan is current and in compliance with PHMSA regulations; reviews Contractor OQ Plans for compliance and oversees contractor OQ submittals for compliance
  • Acts as a Public Awareness (PA) Plan project manager; ensures PA Plan is current and in compliance with PHMSA regulations
  • Coordinates and leads NMPSB audits/inspections
  • Coordinates a corrective action plan to address NOPVs with Operations; prepares draft responses to NOPVs for review and submittal by performance coach
  • Performs pipeline safety compliance audits (pre-audits) in conjunction with area DE and Operations



Successful Candidate Must Have:



  • Bachelor's degree
  • A valid driver's license with an acceptable driving record
  • 5 years of experience related to the discipline. In lieu of a bachelor's degree, an additional 4 years of work experience is required.



Working Conditions
This position will spend approximately 35% of the time in a construction/field environment, with the remainder in a typical office environment. Out-of-town travel is expected 40% of the time. This position requires continuous standing, sitting, walking, reaching, handling, fine dexterity, vision, hearing and talking. This position requires occasional lifting, carrying, pushing/pulling, bending, twisting, and foot controls. This position requires rare kneeling, crouching, crawling, climbing and balancing.
