East Bay Municipal Utility District (EBMUD) invites qualified employees to apply for an immediate temporary construction (TC) opening in the Accounting Division. The Accounting Division seeks an Accounting and Financial Systems Analyst (AFSA) in the Payroll section to participate and work on the payroll replacement project, which may extend a few months after the implementation of the system.
Under the direction of the Controller, this position analyzes and prepares financial and statistical reports for internal management and external government agency reporting, perform systems administration, analysis, and maintenance of for a new payroll system for the District, analyzes and implements pronouncements in regulatory compliance, prepares audit schedules and records debt services activities, prepares actuarial valuation data and calculate covered payroll, prepares financial reports . This will include clean-up and reconciliation of financial data. In addition, the AFSA will provide lead direction to technical and support staff as assigned.
Typical responsibilities may include:
1. Conducts administrative, financial, economic, systems and rate analyses and studies, developing computer models for the purpose of implementing a payroll system.
2. Assists in the implementation of a new payroll software application for administrative, budgetary, financial and information modules and systems or process improvements to facilitate better management of financial data or information; performs financial information system administration duties such as monitoring system performance, backing up and archiving data files, and documenting operating and internal control procedures.
3. Analyzes and recommends improvements in system processing and data reporting; participates in and may coordinate the development, testing, and implementation of programming enhancements and systems maintenance with Information Systems and other District staff. Prepares documentation of new and revised operating and internal control procedures, module and system design features, provides technical assistance to and trains designated staff in their use.
4. Assigns, reviews, and participates in analyzing the source of and correcting errors in payroll data calculations and system output; directs and trains assigned staff and participates in the proper sequencing, accuracy, and timeliness of payroll processing, creation of print files, and production of data files to external agencies.
5. Develops financial analysis models, conducts financial analyses and financial management audits.
6. Compiles and reviews District payroll information for budget comparison and rate making purposes.
7. Prepares written reports to District departments and outside agency inquiries regarding payroll.
8. Provides data, analysis and assistance to outside consultants.
9. Provides liaison to outside agencies and other utilities.
10. Performs related duties and responsibilities as required.

A typical means of acquiring the essential knowledge, skills and abilities is:
1. A bachelor's degree or its equivalent, with a major in business, accounting, finance, economics or a closely related field; and
2. Two years of experience above the entry level in either utility rate design or in accounting and financial analysis which included experience in auditing, accounting procedures development, long-range financial forecasting, budget development and/or the analysis and development of computer-based accounting systems.
