Sr. Director Legislative Counsel (Hybrid)

We have an opportunity at our corporate offices in Washington D.C. for a Sr. Director Legislative Counsel on our Advocacy team. This is a hybrid position reporting into our Washington, DC office, requiring 3 days a week in the office.
As a Sr. Director Legislative Counsel, you will serve as a subject matter expert and ensure AMA legal compliance with the Lobbying Compliance Act. Oversee strategic projects that provide legislative, regulatory, and legal advice, counsel, and advocacy for the AMA on major substantive issues tasked to Government Affairs, the Division, the Council on Legislation, and other AMA business units.
RESPONSIBILITIES:
Advance AMA's legislative agenda through legislative analysis, policy development and advocacy
- Provide executive leadership and direction for the development of strategic advocacy materials, including testimony, formal letters, talking points, and other documents.
- Identify and analyze emerging legislation that impact the delivery of health services, the practice of medicine, physician satisfaction, and health equity
- Preview draft legislation and advise on AMA stance based on policy knowledge
- Serve as the Secretary of the AMA Council on Legislation, develop policy materials for consideration by the Council and legislative updates; supervise development of written materials for consideration at Council meetings; guide the Council Chair in preparing and presenting Council reports to the Board of Trustees
- Advise the Board of Trustees on legislative and policy proposals
- Direct and provide political, legislative, and regulatory guidance to Government Affairs staff in developing and writing AMA testimony for Congressional hearings and for formal AMA letters to Congress and the Administration on selected legislation and regulations.
- Oversee team in preparing arguments, advocacy-based legislative analyses and talking points for lobbying and communicating AMA position to Congress, the Administration, the public, the Federation, and our membership
- Ensure timely responses to inquiries from Congress, physician members, the Federation, and other organizations on AMA policy on health-related legislative issues of interest to the AMA
- Oversee the team analyzing and providing AMA comments on proposed regulations, in collaboration with the Senior Director, Division of Federal Affairs
- Accountable for the timely and compliant submission of formal comments to be submitted within deadlines prescribed by the Federal Register on such regulations
Provide legislative and regulatory support to the Federation
- Oversee staff in providing federal legislative and regulatory support to the Federation through development of advocacy and other materials
- Respond to legislative and regulatory inquiries from Federation members
Lobbying Disclosure Act
- Ensure AMA legal compliance with the Lobbying Disclosure Act, working in collaboration with the Office of General Counsel, when necessary
- Provide general direction, development, implementation, and monitoring of the AMA LDA Compliance Program; ensure that all AMA registered lobbyists are in compliance with the LDA.
- Collaborate with Finance to regularly review and ensure compliance with the Lobbying Disclosure Act and Internal Revenue Code
- Supervise the development and filing of quarterly and semi-annual LDA reports and oversee training of AMA lobbyists and other DC employees
Internal Collaboration and Planning
- Participate in the boarder strategic planning for Advocacy
- Collaborate with Vice-President and staff of the Advocacy Resource Center to advance AMA advocacy goals
- Supervise the Secretary of Reference Committee B (Legislation) at all HOD meetings in the development of reference committee reports
- Collaborate with Advocacy Vice-Presidents and Directors in the assignment of HOD actions
- Collaborate with other AMA business units in developing AMA campaign teams to carry out Association priorities
Staff Management
- Lead, mentor and provide management oversight for professional staff
- Responsible for setting objectives, evaluating employee performance, and fostering a collaborative team environment
- Responsible for developing staff knowledge and skills to support career development
- Oversee the supervision of AMA Interns assigned to Government Affairs, including the Government Relations Advocacy Fellow (GRAF)
May include other responsibilities as assigned
REQUIREMENTS:
- JD required
- 12+ years' experience in legislative field; experience in a law firm or healthcare association required
- 7+ years' experience in people management preferred; able to attract and develop talent
- Strong understanding of, or demonstrated ability to quickly develop expertise in AMA policies
- Able to build out and execute on short and long-term roadmap
- Demonstrated experience in building legislative agenda reviewing policies and building sound legal recommendations
- Excellent communication skills, including writing skills, and effective presentation/public speaking skills
- Able to build effective relationships with diverse stakeholders
- Political savvy
- Some travel required
This role is an exempt position, and the salary range for this position is $218,484-$294,953.This is the lowest to highest salary we believe we would pay for this role at the time of this posting. An employee's pay within the salary range will be determined by a variety of factors including but not limited to business consideration and geographical location, as well as candidate qualifications, such as skills, education, and experience.
